May be John Tilton, as Wilensky was known as "Juan". Melvin T. Wilensky worked with CIA officer Desmond FitzGerald, Nestor Sanchez, David Morales, AMCORE-2 (Luis Conte Aguero) and AMCOUP-1 (Ralph Brent) in 1963. CIA officers Desmond FitzGerald, John Tilton and (Colonel) Arthur Maloney appear regularly on documents mentioning Wilensky.

Discussion:
A cable in January of 1963 stated that a telecon between Trouchard (William Kent) and Wilensky had taken place. In addition, a cable in April, 1963, mentioned that a memo was given to Wilensky by AMCORE-2 and passed by Wilensky to Zamka (David Morales) for evaluation. Moreover, a dispatch in June of 1963 stated that Wilensky had left Washington, D.C., on an extended trip, and was known as "Juan" to AMCORE-2. A dispatch the following month mentioned that AMCORE-2 was aware that Wilensky had left the Miami area. Furthermore, a cable on December 3, 1963, stated that Melvin T. Wilensky and Matthew H. Ontrich (Nestor Sanchez) would travel JMWAVE soon to discuss details of the MHAPRON program. Also, a dispatch on December 10, 1963, mentioned that Melvin T. Wilensky may recall a Headquarters meeting on CIA radio assets in June of that year. A dispatch on December 13, 1963, stated that Wilensky might want to make available to AMCOUP-1 a tape recording of Lee Harvey Oswald's debate with Carlos Bringuier of the DRE in August, 1963, so that it could be "used with a simultaneous translation in his Latin American coverage." Moreover, a memo in February of 1964 mentioned that Wilensky had been on TDY in the Miami area in mid-January. Desmond FitzGerald had also been on TDY in the JMWAVE area on December 10, 1963.

Nelander advises preliminary analysis by Zamka/David Morales indicated plan unsatisfactory. Appreciate plan as submitted may not be acceptable many respects, but believe discussion by WAVE officer with A/2 justified view priority interest in any leads to Cuban military. 06/05/63: Dispatch from Chief, Special Affairs Staff to COS, JMWAVE: "1. The attached document, prepared by AMCORE-2, was forwarded by AMCORE-2 to Headquarters through the Bayslip box. AMCORE-2 also forwarded a brief note to Melvin T. Wilensky suggesting that he could reproduce the document for internal distribution in PBRUMEN (Cuba). The paper was apparently written by AMCORE-2 following a general discussion in ZRMETAL (Washington, D.C.) in April regarding a resistance propaganda...3. It is suggested that Wibalda advise AMCORE-2 that Wilensky (Juan) has left ZRMETAL for an extended trip and that he is not available to review any material. Whether further discussion with AMCORE-2 concerning the use of the material in written or radio propaganda is desirable, is left to WAVE. 4. As discussed with Trouchard (Note: William Kent) and Newby (Note: George Joannides) at Headquarters, it is requested that AMCORE-2 be advised that our only possible interest in his publication, Centinela, would be in a thin paper version suitable for mailing to PBRUMEN." 07/17/63, Dispatch from COS, JMWAVE to Chief, Special Affairs Staff: "1. AMCORE-2 was turned over to Leon C. Fluteo on 9 July 1963. Henceforth contact will be direct with the JMWAVE case officer rather than indirect through Wibalda. AMCORE-2 was highly cooperative, understood that Melvin T. Welinsky 'has left the area', and appeared happy to deal with his new case officer only. He inquired about 'Dick' in 'Juan's office.' He was told that, as people move about, new personnel come to offices, although functions and attentions remain the same. He was assured that all his suggestions would receive proper attention by the people concerned. 2. AMCORE-2 requested 'more frequent and clear orientation' to guide his propaganda efforts. As a result he and Fluteo agreed to meet twice weekly, more when needed..."

Stated this is nothing new but continuation of preexisting situation which he had taken up previously with HQs contacts - e.g. appeal to Wilensky for Centinela subsidy; request for HQs solution income tax problems..."

In view of the above considerations, and in line with the statement in Reference A that the additional half hour on WRUL given AMCORE-2 beginning on 6 May 1963 can be cancelled 'if over-all radio prop review seems to warrant,' JMWAVE wishes to make the following recommendations: (A) effective 1 January 1964 the AMCORE-2 program over WRUL be reduced to half hour (notification of this reduction should be given to AMCORE by the JMWAVE case officer); (B) that AMCOUP-1 (Ralph Brent aka Rolf Brent) be asked by Headquarters to make the remaining half hour available for the Rebel Army Program or the Doctor's Program. (The latter, as Melvin T. Wilensky may recall, produced considerable interest from AMCOUP-1 when discussed in principle at the Headquarters meeting of KUBARK (CIA) radio assets in June 1963..."

12/13/63: Dispatch from COS, JMWAVE to Chief, Special Affairs Staff (Routing and Record Sheet attached): "1. Forwarded herewith is a tape of the August 1963 radio debate (in English) between the DRE representative in New Orleans and the late Lee Oswald, prime suspect in the assassination of President Kennedy. The debate centers on Cuba and Communist subversion throughout the Western hemisphere, including Fair Play for Cuba Committee activities in the US. Oswald clearly comes out the loser for lack of factual accuracy and logical argumentation. 2. The President's assassination, of course, gave this radio debate newsworthiness of the highest category. In consideration of AMCOUP-1's cooperation with KUBARK (CIA), Melvin T. Wilensky may wish to make this tape available to him to be used with a simultaneous translation in his Latin American coverage. The soon-to-be-published findings of the Congressional Committee may serve as a suitable peg. 3. Although the DRE has sent this tape to two or three small radio stations in the southeastern part of the United States, we do not believe it has been sent to Latin American radio stations. 4. If the tape is to be used as suggested, JMHOPE would like to relay AMCOUP-1's broadcast. Consequently, please ask AMCOUP-1 to alert Wibalda."

104-10103-10351: MFR RE POSSIBILITY AMLEO-3 UNDER CONTROL OF CUBAN SECURITY SERVICES

02/10/64: Memorandum for the record from Paul Maggio, C/SAS/MOB/FI: Page 2: "We proceeded on the first phase, i.e. we went thru the crack in the door. We sent AMLEO-3 and a WAVE Case Officer to Mexico. AMLEO-3 contacted the cut-out who we learned was known to AMLEO-3 and an old friend. About the time AMLEO-3 and his case officer were en route to Mexico we learn that AMLEO-2 arrived Mexico from Cuba. AMLEO-3 met with AMLEO-2 in Mexico and got the story from her about his family. What this story ones is open to speculation. In my opinion, he might well have received work from Fidel at this time thru his sister, AMLEO-2. In any event, after making payment to the cutout, AMLEO-3 and Case Officer return to Miami. AMLEO-2 also returns to Miami. This is the end of what HQs has heard on this endeavor except some info reported verbally to Dainold (Desmond FitzGerald) and Wilinsky while latter two TDY JMWAVE, the former on 10 December 63 and the latter mid-January 1964..."

As discussed by Wilensky on last TDY, KUBARK (CIA) assets such as AMSCROLL (UR, also known as Unidad Revolucionaria) should be allowed to urge boycott only to extent entire exile community is doing so. Ref AMSCROLL prop activities have no chance influencing British trade policies and could result in charges by unfriendly foreign press that AMSCROLL program ODYOKE (U.S. Government) or KUBARK directed.
