Definition:
An apparent alias used by Charles Waters. According to two sources, this man impersonated Lee Oswald in 1961 while Oswald was still in the USSR. 1963-1967: See page 24 of 38, item 67, on list of leads provided to Jim Garrison that may have been from Garrison investigator Tom Bethell (who turned against Garrison at some point): "Among the individuals who have completely disappeared from the New Orleans scene since the assassination is Charles White. White hung around William Dalzell's setup around the Balter Building which was operating for a while under the name "Friends of Democratic Cuba". He is described as a slight, rather small individual with blondish colored hair. It is possible that he is the young man who used the name 'Oswald' in the inquiry concerning the ten Ford pickup trucks. One of White's last remembered comments in New Orleans was that the deal came through for him and he was going to go to Dallas. Paul Rothermel, of Dallas, appears to have a Charles White working for him. Rothermel is a sincere conservative, has been quite cooperative and may be a source of information here." 4/7/61: See p. 31 - Sergio Arcacha Smith (aka NO T-3) provided the following description for Charles Waters: 32-34 years old, 5'6-5'7, 120 lb., blond hair. 6/6/61: See p. 46 - William Dalzell provided the following description for Charles Waters: 26 years old, 5'7-5'8, 150 lb, blond hair. At p. 43 - "One Charles Waters...called at the Friends of Democratic Cuba offices and advised that he had information regarding availability of automatic weapons...Waters drove me to a house in the uptown section of New Orleans sometime in January 1961 to see the man who (allegedly either had these weapons or had the means to get them)...I have never known his identity...While in New Orleans, Waters lived at the Lynn Rose Hotel...and later moved to the offices of the Friends of Democratic Cuba, Balter Building. More recently he was residing in Dallas, Texas where he worked for some vacuum cleaning concern. As of June 5, 1961...he had...checked out of the McAllister Hotel, Miami, Florida and left no forwarding address." 6/21/61: Navy and Marine records contain no record of military service for William Dalzell, Brandy Lance or Charles Waters.

May 1961: "At the time of his original visit to the Dallas office in May, 1961, Waters stated he had served in the US Marine Corps from 1951 to 1959, and from 1954 to 1957 had been a Marine Corps Guard at the U.S. Embassy at Montevideo, Uruguay. He said he later served in the Marine Corps Intelligence. He furnished his serial number as 122-37-48."

On 1/20/61, "Oscar Deslatte, Assistant Manager, Truck Sales, Bolton Ford Company...advised he recalled two men coming to Bolton Ford...he had in his possession a bid for purchase form made out to Friends of Democratic Cuba, 402 St. Charles Avenue, New Orleans, Louisiana...He said a Mr. Joseph Moore...wished to purchase ten Econoline trucks...Deslatte (wanted $75 profit on each truck), Moore said that he thought they should get the trucks for no profit for his organization. Moore then told him that he should change the name on the bid form from Moore to Oswald, no first name given. The individual with Moore then said that was his name and it should go on the form...
