Laura Utstine was probably a pseudonym used by Jane Zerance. A report from Charlotte Bustos-Videla in July, 1972, stated that Utstine was on TDY in Mexico in the second half of 1967, and was working in WH/1.

Other files with both Utstine and Zerance appearing on the same document, with the latter being the Authenticating Officer, are 104-10188-10053 (Page 25), 104-10188-10020 (Pages 104-105), 104-10188-10016 (Page 35, 38, 40-42, 57, 58, 66, 71, 80-81) and 104-10188-10002 (Page 28). Zerance was in WH/1. Furthermore, Jane Zerance was a member of the LAD/JFK Task Force in the 1970's, along with William Sturbitts, Robert Wall, Russell Holmes and others.

Utstine was in Mexico TDY (she worked in WH/1 and also knew Phil at Headquarters), Phil had my husband, me, and Utstine over to his apartment (on Insurgentes Sur just off the Viaducto) for dinner. it was a huge apartment, sparsely furnished. We had an enjoyable evening, very light conversation. Talked mostly about Mexico. At this time he showed us he had several bedrooms (forget how many) and hopefully his sons would be able to visit him..."
