A cable from JMWAVE to KOLA on June 5, 1963, on Operation TILT, was originated by Tarters. The Authenticating Officer was Norman L. Melnecke, and the Releasing Officer was John F. Sunderland (who was Chief, JMRIMM, at that time).

A cable on December 11, 1963, stated that communications instructor, Martin C. Tarters (Pseudonym - IDEN), was traveling under the alias of Alexander D. Onack on a flight. Nelson L. Raynock (Henry D. Hecksher) was traveling on the same flight in his true name. Hecksher was to carry through customs communications equipment needed for the training of AMSTONE-1 (Ms. Valdes Hernandez). The cable also added that Tarters planned to stay at the D'Alarcon Hotel, and it was requested that Victor T. Suchara meet the former in the lobby of the hotel at 4 p.m. on December 11. In addition, it was requested that Hecksher receive envelopes from NIEXIT (probably a description for a communications pouch traveling between Cuba and Mexico).

A cable on the same day, December 11, 1963, from JMWAVE to Director, on Intelligence highlights, mentioned that Martin C. Tarters was proceeding to Mexico "to train AMSTONE-1 in OWVL and two-way medium speed transmitting." There was no mention of Raynock/Hecksher in this cable, despite the previous cable stating that he would be on the same flight as Tarters.

Onack arriving guest flight 411 afternoon 11 Dec. Nelson L. Raynock (P) traveling true name on same flight order carry through customs commo equipment needed for training AMSTONE-1 (Ms. Valdes Hernandez). 2. Tarters plans stay D'Alarcon Hotel. PLS have Suchara meet Tarters at D'Alarcon in lobby at 1600 on 11 Dec. 3. PLS give Raynock (Henry Hecksher) envelopes received from NIEXIT (probably a description for a communications pouch traveling between Cuba and Mexico) per ref MEXI 7306 (IN 76585). Envelope addresses to Bodewig not for WAVE and suggest NIEXIT-3 mail this from MEXI. If N-3 would like WAVE mail from Miami, will be glad do so..."
