On instructions from Orlando Bosch Avila, leader of the Insurrectional Movement for Revolutionary Recovery (Movimiento Insurreccional de Recuperacion Revolucionaria, MIRR), Marcelino Garcia Jimenez (true name Evilio Duque), chief of the directorate of the organization, was preparing a letter in early July to be addressed to President Lyndon B. Johnson. It would contain accusations against the Central Intelligence Agency, the Federal Bureau of Investigation, and the United States Customs Service. The leaders of the MIRR hope to create a scandal when the contents of the letter become known. 2. Bosch has accused Frank Rafferty and William J. Johnson, United States citizens, of having informed the authorities of an operation which resulted in the arrests of members of the MIRR, and the seizure of material in Orlando, Florida. (1) 3. According to Garcia, a member (not identified) of the MIRR had been sent to Canada to sabotage ships which are engaged in trade with Cuba, and Orlando Ramirez Sanchez, a member of the action group of the MIRR, was in Venezuela on a mission. 4. Gervelio Gutierrez Conception, aka 'Mimo', a member of the military section of the MIRR, said that the organization had no supply of explosives. However, during conversations between Gutierrez and Garcia, it was indicated that there was possibly a small supply of explosives at Key West. 5. According to Garcia, the financial situation of the MIRR was serious; they had only $500 (U.S.). In discussions by MIRR officials concerning the raising of money, the possibility of increasing propaganda was being considered, as well as a possible trip to New York by Garcia in an effort to solicit financial aid there."

It is requested that the Source description for AMGABE-1 be changed to read as follows: 'A prosperous Cuban émigré who is an officer of an émigré organization of conservative political orientation. His reporting on émigré activities has often been accurate in the past but because of his present mental instability, the validity of his reporting cannot be determined.' The change was not made on this report because of local dissemination, and pending Headquarters' concurrence. Dispatch follows. On 1 October 1965 Orlando Rego Borrego, an auditor of the Movimiento Insurreccional de Recuperacion Revolucionaria (MIRR, Insurrectional Movement for Revolutionary Recovery), said that he is considering resigning from the MIRR because of irregularities within the organization. He said his views are shared by Laredo Rodriguez Rivero, treasurer of the MIRR, as well as the following members of the executive committee: Rogelio Barrios Martinez Israel Mesa Gonzalez Jorge Nomiz Pereira Miguel Angel Vega Guillen Jose Ricardo Garciga Orbe Hector Reinaldo. 2. Rego said that he is considering exposing Orlando Bosch Avila, leader of the MIRR, Marcelino Garcia and Gervelio Gutierrez Concepcion, accusing them of fraud, extortion and an attempt on the life of Julio Iglesias de la Torre. He said that he can produce proof that the men have committed fraud. Rego added that when he exposes the men and causes a crisis within the MIRR he will need support for his stand when he initiates his expose. 3. Rego cited the following actions of Bosch, Garcia and Gutierrez as causes for the dissension within the MIRR: a. Bosch and Garcia have become dictators of the MIRR, and their only objective is to attack the United States Government. b. Bosch, Garcia and Gutierrez, without the knowledge of the executive committee, have sent 'threatening' letters soliciting contributions from several wealthy people."
