Discussion:
In addition, a cable from JMWAVE on December 11, 1963, requested that Suchara meet with Martin C. Tarters at the D'Alarcon Hotel. Furthermore, a cable on December 20, 1963, stated that Timothy A. Capriott would return to JMWAVE two LCFLUTTER (Polygraph) machines left in Mexico by Suchara if U.S. Customs Agency clearance is arranged. Moreover, two Report Cover Sheets, in December, 1963, and the other in January, 1965, both cite Victor T. Suchara as the Reporting Officer.
