7/5/61 dispatch: Julio G. Garcia (pseudonym Al Smith) is the military advisor and the chief of instruction and training for the Black Falcons. 201-297935. He was for three years the instructor of the National Secret Police, of the BRAC (Bureau for the Repression of Communist Activities), of the National Police Academy, of the University Police, and more. Others in the Black Falcons included Eddie Perez/AMDENIM-11, Tony Cuesta/AMDENDIM-14, Ramon Font, and (on p 13) 'Luis Poveda Carriles' (referring to Luis Posada Carriles/AMCLEVE-15)." "I was the father of BRAC", admitted Allen Dulles. (Hugh Thomas, Cuba: "The United States and Batista, 1952-58", World Affairs CXLIX, Spring 1987, page 175).
7/18/61 memo from "D-81" who is AMCHEER-1/Julio Garcia: "The Office of Naval HQs is located at 2058 S. Dixie Highway, Miami...The Chief of the Navy is still RENATO...The Intelligence Dept is located in the house which was previously used for instruction and training of ("Operation 40" - crossed out and replaced with "AMFAST members") of the FRD Intelligence Commission, at 7650-128th Street." Marginalia indicates that the head of the FRD Naval Intelligence is Diego Ruiz. Marginalia indicates that the head of FRD Naval Intelligence is Diego Ruiz. "D-81" is asked to organize a filing system. 6/8/62 cable from Chief JMWAVE to Chief, TFW: More on Cesar Diosdado, the dual-posted Customs/CIA officer. AMCHEER-1 had written a memo saying that one of his sources had learned that Diosdado had authorized an operation against Cuba in the Key West area. Diosdado admitted passing a report to JMBARR stating that Julio Garcia had been named to form an intelligence organization with the "Commando 100", led by Dr. Julio Garceran. The Commando 100 could have been the 100 members of the CI group AMFAST. Julio Garcia/AMCHEER-1 is described as a former BRAC (Bureau of Repression Anti-Communist) officer, an Esso Refinery security officer, a frogman experienced in UDT, and a judo instructor.
