He is presently in Iran and is scheduled for return home and retirement in August. He has made an effort to return sooner but the Iranian Government protested that it would be an act of bad faith (apparently, he is doing a good job with them). 2. At the moment, Conein belongs to ACSI and Lansdale feels that any move on our part to accelerate his return would be misinterpreted, or perhaps I should say correctly interpreted, by ACSI. I am getting his address and will establish contact with him by personal letter. Lansdale feels that Conein is very anxious to come back to work for the Agency."

Schwickrath" in regards to "Reassignment - It is requested that clearance be granted for the reassignment of Arthur R. Schwickrath, ZRJEWEL Career Agent, to Caracas, Venezuela under AID cover. Schwickrath's security clearance number is 5025. It is planned that Schwickrath will leave Headquarters during June, 1965."

8/11/65 memorandum for the record by V.S. Luddy of the CIA Security office: "Subject: Joseph Frank Baker, #61197, Lucein Conein #5085, Napoleon Diestre Valeriano, #C-184612. The undersigned discussed with (illegible) the request of Walter Jessup? for immediate clarification so that these individuals could follow Ambassador Lodge to Vietnam as soon as possible. It was noted that there were discrepancies as to the usual requirements for State Cert, notably Conein and Valeriano were actually non-staff types and the letter had been (illegible) only two years. In view however of the need for their services there (both illegible) and the fact there is no substantial security issue, it was agreed that certifications should be forwarded."
