Discussion:
A memo on October 22, 1965, by R. H. Webster, stated that he met AMWHIP-1 (Carlos Tepedino Gonzalez) in New York City on October 20th, using the alias of Harry Wills. Al Gonzalez also attended the meeting and used the alias of Mr. Santiago.

10/22/65: Memo by R. H. Webster: Subject: Meeting with AMWHIP/1 on 20 October 1965: "1. Mr. Al Gonzalez (as 'Mr. Santiago') and Mr. R. H. Webster (as 'Harry Wills') met with AMWHIP/1 (Carlos Tepedino Gonzalez) in New York City 20 October 1965. Webster met with him first alone at the Taft Hotel from 1310-1330. The three then had lunch at the Red Coach Grill from 1330-1500 and went afterwards to Gonzalez' room in the Americana Hotel for a discussion which lasted until 1700. There were no security incidents during the meetings..."
