Two cables on October 4, 1963, stated that headquarters officer Keith L. Sanseed's identity was Robert Magee.

A cable on October 12, 1963, stated "agree worthwhile lay on meet in Brazil with final decision Sanseed travel to be made after Acapulco. Alternatively it feasible Sanseed can set it up with STGOAL-1 to be met in Brazil by Sanseed's friend Mr. Antonio Neves."

Sanseed (IDEN) arriving MEXI 6 Oct (unintelligible) flight 305 2145 hours. Request reservations at Fremont Hotel. Will contact Curtis (Winston Scott) at office morning 7 Oct. Mr. Roy Larson will arrive MEXI Eastern flight 305 8 Oct. Request MEXI make reservations Larson's name (unintelligible) hotel . 2. If possible request MEXI obtain copy Chicom (unintelligible) form for logistics and tours which sent all delegations. Form provides info re delegates' lodging, recommendations plans etc. *Provides information on architectural conference to be held in Mexico City."

Believe details of briefing given Sanseed prior departure HQs plus para 2 ref RDCS sufficient for Acapulco meet. Will provide more requirements if required when results Acapulco meet are available. 2. Agree worthwhile lay on meet in Brazil with final decision Sanseed travel to be made after Acapulco. Alternatively it feasible Sanseed can set it up with STGOAL-1 to be met in Brazil by Sanseed's friend Mr. Antonio Neves. 3. STGOAL cordial and willing chat about mainland situation. Appeared honestly unhappy discussions constantly interrupted by other IUA members. STGOAL-1 and rest of delegation staying at NCNA address. Entire party scheduled leave MEXI 0100 hours 10 Oct for Rio. Based STFADELESS-6, Larson, Sanseed observations, we see no basis for recruitment. Pitch although it possible something might be elicited from STGOAL during uninterrupted academic conversation. 2. There seems no further plausible access to STGOAL. 10/22/63: Dispatch from COS, Mexico City to Chief, FE: Subject: LCHARVEST/The STGOAL-1 Operation: ..."4. On the morning of 10 October, Identity A, STFADELESS-6, Phineas F. Slinkard of Mexico City Station, and Keith L. Sanseed gathered to discuss the next step in the operation...6. At the morning conference between Identity A, STFADELESS-6, Slinkard and Sanseed, it was decided that Identity A should write a letter to STGOAL-1 introducing Sanseed as a student of Chinese affairs who would like to talk with STGOAL-1 about the mainland situation...This letter would be delivered by STFADELESS-6 who would add his support to the request...Identity A's letter was presented to STGOAL-1 who agreed to meet Sanseed when mutually convenient..."
