Discussion:
A memo in January of 1958 on Arthur Vaivada (Ross Crozier) stated that "in recent conversations with both JRP (handwritten above: Palinger) and RDS (handwritten above: Sagger), Subject has broached the prospect of a possible assignment within the U.S. following completion of his Habana assignment...It is the opinion of both RDS and JRP that Subject is at a point in his career development where a tour at Headquarters would be extremely beneficial."

On October 6, 1958, Richard D. Sagger signed Michael Choaden's (David Phillips) PRQ Part II document. Sagger was possibly Phillips' case officer. The document mentioned that "Subject and case officer have known each other socially for several years, and their meetings are under social cover."

Sagger also signed two dispatches in October of 1958 either as Chief of Station (COS), Havana, or someone who worked below the COS.

10/09/58: Air dispatch from COS, Habana to Chief, WHD: Subject: General - Operational/KUCAGE. Specific - Michael M. Choaden: "As requested in the reference, PRQ Part II in quadruplicate on Subject is forwarded herewith. Richard D. Sagger."

104-10177-10095: ENCLOSED IS THE SIGNED ORIGINAL OF SUBJECT'S CONTRACT.

10/16/58: Air dispatch from COS, Habana to Chief, WHD: Subject: General - Operational KUCAGE. Specific - Michael M. Choaden: "Enclosed is the signed original of Subject's contract. A copy has been retained in Station files. Richard D. Sagger."
