Discussion:
A cable on 3 July, 1954, stated that William Playdon (Tracy Barnes) was expected to return to LINCOLN (CIA's Guatemalan covert operations headquarters, a forward base in Florida) on 5 July, and shortly thereafter would assign Sadorus as the officer in charge of the deactivation of this station. Sadorus was also involved in the CIA's efforts against the regime of Fidel Castro in 1960. In October of 1960 Sadorus was due to met Twicker (Howard Hunt).

None received from 16 Mar courier. Apparently courier down from Miami to Panama, Thursday through Saturday not accepting pouches for Larco per 3B and 3C of ref. 2. Per conversation Donahue-Sadorus request immediate steps to implement ref with 2 direct outgoing and incoming couriers weekly."

(REDACTION). 2. Meigs has insufficient knowledge of prior MEXI financial or operational history to decide whether this desirable or necessary and will defer to HQs judgment. 10/08/60: Cable from MASH to Director (Meigs Acting): Slugline JMNET: "1. Reasons Twicker (Howard Hunt) suggesting funding MEXI AMRASP (FRD - Democratic Revolutionary Front) delegation via Orrison (Stanley Moos) were: (A) Terminate delegation politicking and in attention to business by establishing Orrison as boss; (B) Allowing Orrison to direct delegation activity by controlling funds; and (C) Establishing KUBARK (CIA) rather than Miami AMCIGAR (Frente Revolucionario Democratico -FRD -Executive Committee) control over funds and activity. 2. Practical application this policy discussed with Juan Paula, AMRASP comptroller, who agreed difficult for him and his staff audit delegation account at long distance, and would prefer MEXI delegation account to Bender rep in MEXI as providing closer scrutiny. 3. Whether Station MEXI or MASH processes accountings ultimately less important than making AMRASP/MEXI a controlled, productive and responsible group. 4. Para two Ref B welcomed as SOP clarification. 5. Will discuss details during Sadorus TDY."
