Rilander was the author of a series of cables in 1965 from Rome, Italy.
A dispatch in August of 1965 was signed by Rilander under the name of the COS, Italy. The dispatch mentioned William Martin, and it stated that Rilander or Shivell would interview Dr. Roscoe White, the subject of the dispatch.
A dispatch in April of 1966, from the Acting COS, Rome, was signed by Joseph Rilander. Also, Rilander was once again the author of a cable in July, 1969.

06/25/62: Memo from COS, Moscow to Chief, SR: "1. Reference reported an apparent encounter with William H. Martin, late of NSA, by one of the recently departed Americans who had been with the Medical Exhibit. 2. The attached report is prepared on the basis of information furnished to the Consular Section by members of the press, although not by the actual individual who interviewed Martin. According to the best information available, the newsman who saw Martin was convinced that he was actually talking to the one-time employee of NSA, and has reported it as such. If our accounts are correct, the interview should have appeared in the 24 June issue of the New York Times, presumably the domestic edition as well, although we are not certain at this juncture. 3. We have as yet received no information concerning the second interview which allegedly took place in Leningrad as well, nor do we know how contact was established. A discreet effort will be made to elicit such additional information as may become available, and you will be advised in due course if any further relevant information is developed. 4. May we suggest that a copy of the attached be passed on to Daniel M. Presland's (pseudonym for William K. Harvey) former Gebiet, as being of interest to them as well? Copies have, of course, been forwarded to the writer's ODACID (U.S. State Department) home office. Joseph M. Rilander."

DEBACON told Clarkson 5 Mar that AMWHIP-1 (Carlos Tepedino Gonzalez) SUBJ of 1961 Ministry Interior alert notice. Suspected of 'contraband activities.' DEBACON asked for ODCOIL (probably Bureau of Narcotics and Dangerous Drugs) traces A/1, was told to no local traces. 2. DEBACON info adds A/1 stayed hotel select Milan 6 Feb, when phoned Paris, ANJ 7400. DEBACON office San Remo reports this number of U.S. cultural attaché, 4 Avenue Gabriel, Paris. Three minute talk, which DEBACON says not recorded. A/1 also tried phone Miami 445605. No answer. 3. Clarkson asking DEBACON reason for MIN INT interest. Alert notices are sent all DEPARK and DESTART provincial offices. Clarkson will also try determine discreetly what action, if any, likely be taken on basis alert. Station will be pleased to comply with the referenced request; before doing so, however, we would like to be certain that all available information on Dr. White and Dr. Renninger has been collated and evaluated. Specifically, the writer recalls having reported in considerable detail on the contacts with William H. Martin, provided substantially more information than contained in the attachment to reference. 2. It is requested that Wallace A. Demolat be consulted on this problem, since he is in the best position to locate the extensive prior reporting on Martin's maneuvers in the USSR; moreover, there was additional information involving Martin's approaches to Americans in Leningrad, all of which should be melded into the background of Renninger and White as reporters on Martin. 3. Since much information is already in hand, we would appreciate knowing more specifically what is desired of Dr. White; we presume that there is no desire to duplicate ground which has already been covered in considerable depth with him while he was still in the USSR (and parenthetically, information in the vein of general assessment data has also been reported). 4. It is recommended that after all available data on the contacts with Martin have been reviewed at Headquarters, an appropriate briefing guide, keyed to the lacunae in previous reporting and covering any additional information that may be desired from Dr. White, be prepared for the Station's interview.
