Wallace C. Rikon was replaced by Arthur G. Vaivada (Ross Crozier) in 1954 on the AMPHODARCH Project. Furthermore, a cable from Mexico City on October 29, 1963, stated that Rikon indicated he would likely resign from the CIA in early 1964.

To replace Rikon in project AMPHODARCH."

07/22/54: Memo from Chief, WH, J. C. King to Havana Station: Subject: Project Amendment: "1. It is requested that an amendment to the Subject Project be approved wherein contract agent Arthur G. Vaivada (P) will replace contract agent Wallace C. Rikon (P)...3. For a successful substitution of Vaivada in place of Rikon in Project AMPHODARCH is necessary that the two contract agents be in contact in Habana during 1-31 August 1954...previous work as a contract agent has been excellent and it is felt that with the subsequent substitution of Vaivada for Rikon, a big improvement in the production of the project may be expected during the coming year...6. It is the consensus of opinion among the interested officers at Headquarters and in the field that Wallace C. Rikon should be given the opportunity of serving elsewhere in (REDACTION) in a locality and situation where he will have greater opportunity to produce results. Plans are now being drawn up to shift Rikon to another country in September 1954."

Rikon he understood IDEN B had been in Mexico City on 10 October without making contact with LIEVICT. LIQUIFIER then voiced his suspicion, according to Rikon, that IDEN B had put IDEN C leaders to sponsoring the meeting at which (REDACTION)LASKING was formally asked to oust LIEVICT...5. Rikon (for August - Attachment B)...7. Remarks: LIQUIFIER intended to submit his resignation as LIEVICT president, but was persuaded by Rikon to remain until after the biennial convention of ZRAFRAID in September.
