Vaivada (P) will replace contract agent Wallace C. Rikon (P)...3. For a successful substitution of Vaivada in place of Rikon in Project AMPHODARCH is necessary that the two contract agents be in contact in Habana during 1-31 August 1954...previous work as a contract agent has been excellent and it is felt that with the subsequent substitution of Vaivada for Rikon, a big improvement in the production of the project may be expected during the coming year...6. It is the consensus of opinion among the interested officers at Headquarters and in the field that Wallace C. Rikon should be given the opportunity of serving elsewhere in (REDACTION) in a locality and situation where he will have greater opportunity to produce results.
