Discussion:
A CIA document in 1977 stated that Robert Davis was COS, JMWAVE, from October 1961 to February 1962. Both Shackley and Dimmer were cited as former COS, JMWAVE, and neither were mentioned by aliases or pseudonyms. Note that R. K. Davis was C/WH/4 in September 1961:

Reingruber worked closely with Robert K. Trouchard (William M. Kent), in particular towards the end of 1961.

11/14/61: Cable from JMWAVE to Director (Orig: Bertrand R. Jobes): Sluglines NO NIACT: JMZIP/PM: "1. JMWAVE has received several reports from reliable local sources that confirm derogatory information regarding Jorge Nobregas. 2. In August WAVE reps asked Leslie Nobregas, captain of Susan Ann to get rid of his brother, Jorge, due to the many reports of his homosexual tendencies. Leslie refused to do this. 3. Reasons listed below now make it evident that JMWAVE must completely sever all operational relationship with the Nobregas brothers and two of Jorge's special friends who are crewmen on Susan Ann. (A) On 1 November entire crew mutinied due to unfair treatment and high-handed favoritism shown toward Jorge clique. (B) Entire crew lacks confidence in Leslie's fortitude and fear a recurrence of proven cases when he has left men on the beach. (C) Crew confirms that he has more than once been forced to accomplish his mission because other crewmen held a pistol to his back. (D) The Goudies say that they will not operate with us if the Nobregas group remains. (E) Crew men on other boats who know the actual situation resent our support of the Nobregas faction. 4. JMWAVE therefore proposes to tell Leslie Nobregas that we have no further need for his services, but are prepared to purchase his boat. 5. It is believed that he paid $15,000 for Susan Ann and would probably agree to sell at this figure since she would be useless to him without our support. 6. A qualified captain is available and the majority of the crew will no doubt remain, being glad to be rid of the Nobregas group. 7. Request authority to purchase for this amount. Advise ASAP." To provide essential support Cuban underground Miro requests monthly fund at least 25,000 dollars to be divided about 16 per cent each to MRR, MDC, Rescate and 30 Nov, about 8 per cent to Montecristi, 4 per cent each to 20 May, Nino Diaz groups or special needs underground as required. He assures each group must produce evidence that underground elements receive this support to justify continued participation. From administrative budget for Nov and balance from October and with ten per cent salary cut of CRC personnel, and voluntary forfeiture of several salaries a total of 23,000 was obtained and divided among above groups in Nov and exchanged for pesos and transmitted to underground. None available for underground in December budget if propaganda commission salaries absorbed. 2. If administrative budget relieved of providing support to underground Miro says salaries delegation of five in MEXI can be absorbed and believes also salaries propaganda commission paid to date out of PROP funds to Mestre, now completely cut off. Beginning January Miro plans begin eliminations loafers and useless individuals CRC personnel. 3. 04/07/77: CIA document from Phil Fendig to Ed Cohen: Page 4: "3. General Questions:...vii. The Miami Station (JMWAVE) was established in 1961 not 1960. Robert Davis served as COS from October 1961 to February 1962. He is now retired. Theodore Shackley served as COS from April 1962 to June 1965. John Dimmer (retired) served as COS from June 1965 to March 1967..." This would mean that Reingruber/Cox served as both C/WH/4 until the end of September 1961 and COS/JMWAVE from October 1961 to February 1962.
