Discussion:
Warren appeared on all the dispatches signed by Wendel J. Ramova, as either a Coordinating or Releasing Officer. In addition, Raymond Warren had the reverse initials from Wendel Ramova. David A. Phillips also appeared on two dispatches. Furthermore, Raymond A. Warren was Chief, Latin American Division, from at least August of 1976 to August of 1978.
