Unknown identity. Ralph B. Rafanelli was the assistant to the "outside" case officer for the LIFEAT (CIA telephone tapping program on a number of phone lines in Mexico City, aimed primarily at the home phone lines of Soviet and Cuban personnel) operation in the late 1950's and early 1960's.
