Discussion:
Floyd R. Coatney was possibly Chief of Station (COS), San Salvador, in September of 1964, and COS, Costa Rica in November of 1972. The dispatch in 1972 was from a redacted location, but HUGLIB-8 was mentioned in it. The digraph of HU was probably for operations and assets in Costa Rica.

11/30/72: Dispatch from COS, Withheld to COS, WH/Miami (Info: Chief, WH Division): "A group of about 50 Cuban exiles arrived in San Jose on 23 November 1972 to discuss ways in which Fidel Castro might be removed. The group, which had the tacit support of President Figueres, departed San Jose circa 27/28 November 1972. Attached is a list of those exiles who arrived from Miami on 23 November. The list was provided by HUGLIB-8. Floyd R. Coatney."
