104-10308-10040: MEMO: ANTI-CASTRO ACTIVITIES-CUBA

02/28/64: Dispatch from COS, Caracas to Chief, SAS (Info: Chief, WHD; COS, JMWAVE): Subject: Alleged Plan to Overthrow Fidel Castro: "1. On 24 February CIRAKE-3 (probably Salvador Romani) spoke with Valentin Diaz, a Cuban exile currently residing in Caracas (DOB: approximately 1910), who gave him the following information: An operation called 'Plan Judas' is currently being constructed inside Cuba. This plan involves an internal uprising with the support of certain Cuban military figures who are conspiring against Fidel Castro. Among the key figures in the plot are Juan Almeida, Efigenio Ameijeiras Delgado, Pepin Naranjo, Regino Boti, and two brothers named Cosio. Diaz would not provide CIRAKE-3 with any further information and refused to name the source or sources of this information. The Station has no traces on Diaz. 2. Although this report may be nothing more than pure rumor or wishful thinking, the Station is forwarding it to Headquarters and Station JMWAVE for information purposes. On 24 February PBSWING (U.S. Embassy, consulate, consul general, or official installation) representatives met with Francisco Suarez Quinones, JURE member in Caracas, who stated that JURE was currently sponsoring a plan to assassinate Fidel Castro and other high-ranking Cuban government officials as a part of an operation designed to incite an internal rebellion in Cuba. Possibly the JURE plan may be in some way connected with the so-called 'Plan Judas.' FYI: A copy of the Memorandum of Conversation concerning Suarez's interview with PBSWING officials may be obtained from either ODACID's (U.S. State Department) Venezuelan Desk or Cuban Desk, or from the coordinator for Cuban Affairs in the JMWAVE (Miami) area. (Signature) William O. Phyfe."
