Discussion:
A cable in April of 1969 stated that "on 28 February 1969, LIONION-1 (Alberto Rodriguez Gallego) was introduced to Andrew E. Pellement, who assumed Project responsibility effective that date." Pellement remained the case officer for LIONION-1, and the LIONION (photosurveillance project targeting Cuban Embassy in Mexico City) Project, until he left Mexico City in late May, 1970, at which point Gerald D. Fahlanger took over the above positions. Pellement also reported on LIREALM-1's reporting on AEDIEHARD (Valentin Sergeyevich Loginov) in 1969. A dispatch in November, 1969, mentioned that Gerende (Ramon Joseph Alvarez Durant) had also met Andrew E. Pellement, who used an alias.

06/17/69: Memo for the record from Andrew E. Pellement: Subject: LIREALM-1 CONTACT WITH AEDIEHARD: "1. The attached report from LIREALM-1 was received on 16 June 1969. LIREALM-1 verbally added the following comments to the information in the report: a. Although they have not attended any social functions together since their last encounter, it it LIREALM-1's opinion that AEDIEHARD (Valentin Sergeyevich Loginov) is generally avoiding direct contact with him. Only once since LIREALM-1 told AEDIEHARD that he was insulted by AEDIEHARD's request that LIREALM-1 work for him has AEDIEHARD asked LIREALM-1 to play tennis. LIREALM-1 has seen AEDIEHARD on various occasions at the French Club, but neither have made any effort to speak to the other..."

09/06/69: Memo for the record from CUBA/PELLEMENT: Subject: Recent and Proposed Contact Between LIREALM-1 and AEDIEHARD: "1. At the 5 September 1969 meeting between LIREALM-1 and Andrew E. Pellement, the following information was received from and discussed with LIREALM-1: a. LIREALM-1, following Station advice after the recent incident where AEDIEHARD (Valentin Sergeyevich Loginov) approached LIREALM-1 with an offer to pay LIREALM-1 for any information he could obtain from the U.S. Embassy, has avoided contact with AEDIEHARD at the French Club. LIREALM-1's wife, an almost daily visitor to the Club, has been asked by LIREALM-1 to note AEDIEHARD's activities and associates and report anything interesting to LIREALM-1...5. The substance of the above including the idea for the party has been verbally reported to C/SB and he is in accord with the plan for the party, which will be, at least in part, paid for out of Station funds."

Wilsted, and Raymond L. Barcenas, as well as current Station officers Vincent P. Rizzuto and Bruce H. Fernald (the latter in alias). He has also met Andrew E. Pellement, who used an alias. In his 15 years, Gerende has worked in almost every phase of the Station's support activities, and even though in recent years he has been pretty much restricted to LIEMPTY, his knowledge of activities and assets which are still current is considerable..."

10/14/70: Dispatch from COS, Mexico City to Chief, Western Hemisphere Division: Subject: LIONION Operation Report for the Period June through September 1970: ..."OPERATIONAL DEVELOPMENTS - OPERATIONAL MEETINGS AND SECURITY: 2. Since the departure of Andrew E. Pellement, LIONION-1 (Alberto Rodriguez Gallego) and 2 (the mother of LIONION-1) have continued to be handled by Gerald D. Fahlanger, who is known to LIONION-1 in alias. Meetings are held in the LIONION-1 safehouse (some distance away from the basehouse) on a weekly basis, usually at 1730 on Fridays. At these meetings developed film, selected prints and LIONION-1's log are picked up from LIONION-1 and requirements are levied whenever applicable. If any outstanding requirements are pending, LIONION-1 submits his report during these meetings...(Signature) Gerald D. Fahlanger."
