Mid-1962: Gonzalez can be seen working with Carlos Rodriguez Quesada, Hemming, Howard Davis and others in setting up a military refugee camp in Louisiana .

September 1963 report: "Info re Arturo Gonzalez Gonzalez aka El Pato (The Duck). Known as a mercenary, is a fraud and immoral. He never paid his debts, and never respected written or oral agreements. While in exile, organized 30th Nov. group with Carlos Rodriguez. Received $6000 per month for group from Council. Own a high-speed boat; claim several trips to Cuba. Claim arsenal in Bahama Islands. Gonzalez and Rodriguez were separated from the Council splitting the 30th Nov. group in two, where Pato Gonzalez and Rodriguez are now leaders of the Frank Pais organization, located on Flagler St., Miami. It is supposed they are extremely interested in being among respected people in order to cover their illicit dealings. They send letters requesting money. Gonzalez and Rodriguez appear to be living better than they would if they were living off donations from refugee center. Seems they must have another source of income. Gonzalez appears to be two-faced, and may well be working for Castro as well as the U.S. Gonzalez "is a very dangerous person."
