Unknown identity. Oliver K. Papock was a JMWAVE Reports Officer from at least 1962 to 1966. Papock and Harold P. Noemayr (Ross Crozier) were due to meet with the intelligence department of the DRE in July, 1962.

Papock worked with JMWAVE officers Andrew K. Reuteman (Chief of Station/COS, Ted Shackley), Henry J. Sloman (probably Tony Sforza), Robert K. Trouchard (William Kent), Alice B. Caponong (probably Evalena S. Vidal), Nelson L. Raynock (Henry Hecksher), and Philip G. Elmard (probably John Dimmer), among others.

A dispatch in July of 1962 cited Papock's (as Originating Officer) branch as IS/Repts, while a cable in April of 1963 stated he was REPTS.

Two Report Cover Sheets in May of 1966 cited Oliver K. Papock as Approving Officer for Philip G. Elmard, the then COS.

Reuteman (Ted Shackley): Page 2: "Operational security precludes a confrontation of the AMSPELL (DRE) organization, therefore Headquarters will have to be satisfied with copies of the original documents for some of the import/export items, and with xeroxed copies of merely the cover sheets for some of the other items. This whole sad story has had one positive reaction. On 24 July 1962 at 1930 hours Noemayr and Papock will be visiting the intelligence components of the AMSPELL organization to see what type of information they might have which does not, has not, and probably was not going to be forwarded to Noemayr. Place acquired changed to Cuba to facilitate dissemination. According to the DRE the ultimate source is (REDACTION). The covering note from the DRE in Cuba to the DRE in exile pointed out that these documents were originals, and that the information in them is available to Dorticos, Fidel, Carlos Rafael Rodriguez and two or three other people. An evaluation of this material would be appreciated from KULYNX. Please Note: The enclosed attachments are unique. There are no other copies available.""

The intent of Ray was quite well publicized in the press, and additional information has been forwarded under UFGA-5981. Paras 1 and 2: AMOT-2 (Jose Joaquin Sanjenis Perdomo) on 20 Aug in AMOT Report AA 484; Paras 3-5: P-11 an AMOT sub-source in AMOT Report AA 91 dated 11 July, and remainder of information from AMOT-133 in AMOT Report AA 762 dated 21 September 1962, from Osvaldo Padron Lima. Lima said that about 60 at most attended this meeting and that the general rumor was that the US State Dept. was paying the bill. Probable full names for the individuals mentioned in this report are Justo Asencio Carrillo Hernandez (Jose de Jesus) Planas (del Paso), Angel del Cerro Munoz, Enrique Huertas Pozo, Rogelio Cisneros Diaz, Felipe Pazos y Roque, Frank Diaz (Rivero?), Silos Cuervo Castillo, Antonio Costales (Meunier?), Raul Chibas y de Ribas Rocafull, Jose Ramon San Martin, Gomez Cabezas."

04/19/63: Cable from JMWAVE to Director (Orig: REPTS/Papock): INTEL TYPIC: "SUPDATA: Refs HMMA 21056 of 6 April from LIFIRE (a joint program with the Mexican security forces. The Mexico City CIA station worked with Mexican federal officials to obtain passenger manifests of all commercial flights, passport photographs of travelers to Cuba, and could sometimes even follow a passenger to the hotel with their surveillance truck) air pax manifest extracts. Ref WAVE 6210, PACY 9505, DIR 27368, Jorge in brackets as did not appear manifest. Handwritten note: Believe Pujol in WAVE area weekend 13-14 April. Filed." "SOURCE: A small scale farmer from Habana Province who from early 1961 to September 1962 was engaged in clandestine counterrevolutionary activity, while still operating his farm. In September 1962 source went into hiding because Cuban authorities were after him; he fled Cuba in November 1962. This information is based on personal experience and knowledge."
