Discussion:
This cable stated that Papate came to Mexico for an important discussion on phase two of the LINLUCK (Carlos Manuel Pellecer) operation.

On November 7, 1964, Desmond FitzGerald and Cedric B. Papate accompanied Winston Scott to a meeting with LIRAMA (Gustavo Diaz Ordaz, president of Mexico from 1964-1970) where FitzGerald and Papate gave briefings on the Cuban situation and on Latin America.

In addition, Desmond FitzGerald, Cedric T. Papate and Kenneth H. Legentino came to Mexico on TDY from January 30 to February 3, 1965, and met with LIRAMA.

PAPATE (RELAY IF NECESSARY): (Handwritten: Paul Parker (?): "(Unintelligible) Papate came MEXI immediately for serious discussion phase two LINLUCK (Carlos Manuel Pellecer) operation. Numerous indications recently LINLUCK moving into this phase without prior consultation station due his conviction Arevalo will be next Pres GUAT and his desire use Arevalo as means furthering own political future. 2. AMUPAS/1 (Viola June Cobb) reporting on LINLUCK shows he highly indiscreet in discussions with her to point she convinced he contemptuous Communists and ready defect. On other hand his reporting on her evasive and protective with no mention sensitive nature party matters he discusses fully with her as proved her reports compared with his reports to us these matters. 3. Situation serious and station believes essential discuss next phase this op with LINLUCK now if KUBARK (CIA) plans control any part his political future. LINLUCK becoming increasingly reckless his security in spite station warnings and appears not concerned party future. According AMUPAS report 25 Nov we went both DFS HQs and immigration demanding know on behalf Carlos Denegri, Columbian excelsior, what had happened to her. He previously had called Denegri to tell him his friend AMUPAS had been arrested. LINLUCK reported none of this to station nor has he reported extent his indiscreet discussions AMUPAS. 4. Another indication LINLUCK not consulting station re plans was letter from Jorge Mollinedo which LINLUCK submitted 25 Nov indicating LINLUCK had planned to return GUAT 18 Nov. This letter first indication station had such plans. 5. Advise ETA Papate. S/C Note: *SVCD for confirmation."

LINLUCK (Carlos Manuel Pellecer) has been complimented by the Station for his excellent work which has resulted in such voluminous production of very useful high-level information. He commented that certainly Cedric B. Papate could not complain now about lack of production. We agreed completely with him and let him know that we are aware of the very dangerous nature of his present work and appreciate the willingness with which he undertakes such work. Willard C. 07/21/62: Cable from Mexico City to Director: REF DIR 22662 (OUT 53750): "1. Points in ref taken up night 18 July with LITENSOR (Adolfo Lopez Mateos) in meeting attended by LIELEGANT (Rodolfo Echeverria). 2. LITENSOR obviously not repeat not happy about having got himself into position of possible visits. LIELEGANT, after meeting, expressed belief LITENSOR will not make visits, will find reasons postpone. 3. LITENSOR asked COS for: A. Briefing papers on Communism and important personalities who are Communist or pro-Communists in Indonesia, Japan and India. He referred to papers given him prior to his visit to South America in January 1960. B. Possibility of an expert 'like Sr. Brooke' coming to Mexico City to meet with him and COS just prior to his 'take-off' if he does make trip (like 'Brooke' - Cedric Papate did prior to South American visit). 4. COS would greatly appreciate headquarters assistance on para three if trip made. 5. Will advise when additional information available. CS Comment: Hqs. furnished reasons why the visit to Sukarno was a bad idea."

10/11/62: Cable from Mexico City to Director: Slugline RYBAT LINLUCK: Pages 3-4: ..."4. Would appreciate any comments and suggestions HQs and Papate care to make re above situation. Station proceeding with arrest plans on assumption LINLUCK (Carlos Manuel Pellecer) acting good faith with us but alert potential dangers his mood as reported by LICOOKY (Viola June Cobb). He of course aware Ref B agreement which would be deterrent break without prior notification and discussion with KUBARK (CIA)."

12/01/63: Cable from Mexico City to Director: REF MNTY 6744 (IN 18318): "1. Per para 7 ref suggest Cedric P. Papate recontact Maldonado during period 16-19 Dec if possible. This discussed with MNTY COB during recent visit MEXI. (Unintelligible) coming might make more receptive. 2. According MNTY sources, Maldonado still (unintelligible) noted (?) and health has not improved. 3. No indexing. S/C Note: *Delayed in transmission. C/S Comment: *MNTY stated planned have Papate write Maldonado monthly from San Francisco and make next personal contact near Christmas."

Full details of these briefings were reported to Headquarters in HMMA-24700 RYBAT dated 9 November 1964."
