This cable stated that Papate came to Mexico for an important discussion on phase two of the LINLUCK (Carlos Manuel Pellecer) operation. In addition, on 7 November 1964, Desmond FitzGerald and Cedric B. Papate accompanied Winston Scott to a meeting with LIRAMA (Gustavo Diaz Ordaz, president of Mexico from 1964-1970) where FitzGerald and Papate gave briefings on the Cuban situation and on Latin America. Furthermore, Desmond FitzGerald, Cedric T. Papate and Kenneth H. Legentino came to Mexico on TDY from 30 January to 3 February 1965 and met with LIRAMA.
