October 1960: Rolando Masferrer/AMBLYGON is interviewed after his 60-person invasion of Oriente province, Cuba, which included three Americans. It was led by Armentino Feria, known as "El Indio", or the Indian. (Feria was killed in early 1961). Masferrer added that about fifteen of his allies "at his suggestion, had volunteered their services to, and had been accepted into the FRD. He indicated that they were no longer believed to be in the Miami area. These individuals included Pedro Acebo, Miguel Alvarez, Domingo Echemendia, (FNU) Quintana, former Cuban politician, and Rolando Otero. Otero claims in this visa document that he was in "Cuban prison" between April 1961-Dec. 1962. He also claims that his birthdate is 4/18/43. That is the birthdate that is generally used for him. Page 73: 10/5/62 Request for Green List Name Check from TFW/Ops SS A. Amori to Chief, FI/D (William Harvey) re Rolando Otero-Hernandez, DPOB 4/18/41, Marianao, Cuba, 201-284811. Also see 180-10145-10323, page 5: Otero lived in Los Angeles from April 1963-July 1965, then moved to New York City, worked as Allstate investigator.

180-10108-10059: INTERVIEW WITH ROLANDO OTERO.

Re 11/22/63: Interview by Gaeton Fonzi with Otero at the Okaloosa County Jail, Fort Walton Beach, Florida. Conducted on 3/16/77, the day before his sentencing on one state conviction for planting of a pipe bomb, after a federal acquittal on the same offense. Otero claimed Ricardo Morales/AMDESK-1, was the guilty party. "Otero says he heard that most of the final planning and coordination took place at meetings held in the Dallas YMCA building... Otero said he had second-hand knowledge (from a source) that supposedly "Howard Hunt, Bernardo Torres, Norman Diaz, Orlando Urra, Nildo Acevedo" killed JFK, and gave his source to Fonzi. 5/17/77 Fonzi memo: See 180-10108-10060, p. 5: Otero's source were "Ten-One", Juan Adames, who pointed to "Carlos"/Bernardo de Torres. Page 6: Adames is described as a "sophisticated conman."

5/11/75 cable: "Regarding the ability of DINA to carry out a political assassination, Morales/AMDESK-1 furnished the following information: Morales stated that Orlando Otero arrived in Caracas as an anti-Castro Cuban exile, a known bomber, and a fugitive from justice, and that during his stay he was recruited by DISIP to penetrate DINA. Morales stated that Otero was being handled by a Chilean army major assigned to DINA, whose name he could not recall, and that after a short while, DINA assigned to Otero the task of assassinating Carlos Pascual Allende and his wife, in San Jose, Costa Rica, during the visit of former Secretary of State Henry Kissinger to that country. Morales continued that Otero supplied DISIP with an entire package which had been prepared by DINA for his use in carrying out the assassination...Otero was the only individual ever capable of supplying 'hard intelligence' regarding DINA's foreign targets, and that Otero would have been in a position to gain further information had the United States government not pressured Chile into agreeing to the extradition of Otero to the United States...Washington field is simply not in the position at this time to make any valid assessments regarding the veracity of the information supplied by Morales..."

6/3/75: "According to REDACTED, Rolando Otero is in Caracas as a 'pathfinder' or advance man for group of Cuban exiles who are to arrive in Caracas by July 1975 to explore possibility of an assassination attempt against Fidel Castro Ruz who is expected to be in Caracas for a conference of Latin America heads of state in July 1975..." Also see p. 46 - Otero's ally Humberto Lopez is almost certainly the "Lopez" identified in marginalia as 201-284498.

October 1975-May 1976: "Extensive investigation revealed that Otero was responsible for eight bombings in Miami on 12/3/75 and 12/4/75 (p. 15: federal & state buildings, as well as the Miami Police Dept.), plus a prior bombing at the (Miami International Airport) in October 1975. When the FBI was looking for Otero in Miami, he fled to the DR in January 1976, where he was met by and lived with Frank Castro...Castro arranged transportation for Otero from the DR to Venezuela, where he later traveled to Chile. In May 1976, Otero was transported from Chile, arrived in the United States, and is presently standing trial in a federal court on bombing charges...Otero is a member of a secret cell of the FLNC, and was previously associated with Frank Castro in the Golden Falcons Parachute Club..."

Otero flew to Dom Rep 1/4/76, arrested by govt but released 1/20/76...Source advises Otero to attempt assassination of Pascal; Otero expected in Caracas 2/17/76. Claimed sponsorship of Chilean government...Traces FBI, 5/6/76 - AKA Rolando Papillon, DPOB 4/18/63.
