SKEWER-1 then readily agreed setup Nauman/AMBANG-1 meeting in manner not divulge Agency connection. When placed calls to arrange however, learned that AMBANG-1 departing Juan for Miami and was unable effect introduction Nauman prior AMBANG-1 departure. AMBANG-1 will return Juan 8 July and expect meeting with Nauman be not later than 9 July. 4...For Station info and guidance Nauman in contact with AMBANG-1, please advise what known of this AMBANG-1 visit Washington, D.C."

Memo attached to 10/9/62 memo signed by Patrick Karnley/Bernie Reichardt - it was on the unlikelihood of Manuel Ray being able to rebuild an "underground movement" in Cuba. Note states: "Will, I sometimes write little notes like this and I thought you might find this one of particular interest in connection with your sorting-out job."

Basis ref and Reuteman-Nauman telecon 29 Sept which covered infeasibility jeopardizing WAVE local status by violating local agreements re movement EMO and combustibles, contacted AMBANG/1 1400 hours Sept 29. Explained our sympathy for him and anyone attempting do job on AMTHUG/1, and fact we not trying complicate his problems but that we must conform with federal, state and local laws. AMBANG/1 informed Nauman had been made aware this situation and had agreed demo would be passed at sea to AMBANG/1 vessel enroute target area, and if not used demo would be returned to us same way. We added Nauman unaware two way commo RQMT. 2. In reply above AMBANG/1 said he afraid reveal identity his boats and crews to us, because in event policy change we could stop his future ops anytime they tried leave Miami area.
