Basis ref and Reuteman-Nauman telecon 29 Sept which covered infeasibility jeopardizing WAVE local status by violating local agreements re movement EMO and combustibles, contacted AMBANG/1 1400 hours Sept 29. Explained our sympathy for him and anyone attempting do job on AMTHUG/1, and fact we not trying complicate his problems but that we must conform with federal, state and local laws. AMBANG/1 informed Nauman had been made aware this situation and had agreed demo would be passed at sea to AMBANG/1 vessel enroute target area, and if not used demo would be returned to us same way. We added Nauman unaware two way commo RQMT. 2. In reply above AMBANG/1 said he afraid reveal identity his boats and crews to us, because in event policy change we could stop his future ops anytime they tried leave Miami area.
