Discussion:
A cable in August, 1963, stated that Clayton A. Naback was on TDY on August 21, and could supply additional information.

According to a cable in December, 1963, Clayton A. Naback held a telecon with Stanley R. Zamka (David S. Morales) to plan the operations involving JMWAVE vessels for that month. Shackley was the most likely CIA officer to discuss operations with David Morales at JMWAVE.
