Discussion:
A CIA document in February of 1978 stated that John R. Meigs's true name was Arthur Jacobs. In addition, Arthur Jacobs was mentioned on 104-10079-10014 (page 6): https://www.maryferrell.org/showDoc.html?docId=151861#relPageId=6

Arthur L. Jacobs (parent office was cited as FE) was among those named in a memo by Allen Dulles, to Chief, WHD, on November 18, 1961, for JMATE (the Bay of Pigs project, as well as Cuban operations overall) Commendations: https://www.maryferrell.org/showDoc.html?docId=159451#relPageId=2 The 2022 release unredacted the names of William A. Meigs was mentioned in a cable in April of 1968 that was about the assassination of Martin Luther King, Jr, and the aftermath.

10/06/60: Cable from MASH to Director (Meigs Acting): "1. AMHAWK considering Bogota as AMRASP hemisphere propaganda distribution point since MEXI no longer feasible. Dr. Llaca (sp) tentative rep. 2. While Twicker indicated tacit acquiescence when AMHAWK told him this idea, Meigs feels this would only provide undesirable and unnecessary echelon between AMRASP HQs and its national branches which could carry out same function. This discussed with Twicker who now inclined to agree."

10/20/60: Cable from Director to JMASH (Orig: G. Droller, Unit: WH/4/PA): "1. This confirmation Meigs Parlett 20 Oct telecon. 2. Request efforts be made have AMCIGAR as well as AMHAWK make statements denying any relationship between their present positions and any position in a future Cuban Government. Should assert that their principal concern is to accomplish change Castro regime and not to achieve pol success for themselves. 2. HQs desires broadest possible play include pre-recorded television and wire service pick up. MASH should collaborate to extent possible in drafting statements and arrangements in order have some substantive control of final product. 3. Realize AMHAWK New York this moment and may make statement. If this so, AMCIGAR to follow up per above. 4. Advise. 10/20/60: Cable from MASH to Director (Meigs Acting): "1. In talk with AMCLATTER-1, 18 October, Dr. Manuel de Jesus Mencia stated that he had contact with Ray/Chibas circle including Miami reps Pilin Estevez and Jorge Beruff, latter two of whom held recent conversations with American names 'Jimmy' and 'Clarence' and that Beruff said that the Americans would supply them with arms. Beruff added that so long as the Americans were 'flirting' with his group, his group could remain politically independent of AMRASP. 2. Mencia was concerned about the radical leanings of the Ray/Chibas group and although he and his nephew Gonzalo de Varona Jr. had maintained relations with them during the anti-Batista fight they now treated them with reserve because of their leftist orientation. 3. MASH Comment: Enzel and Windecker have not met either Pilin Estevez or Jorge Beruff. However, AMHOSE-1 has been in close contact Beruff both before and after latter's trip to Washington week 10 October 'to meet ODACID-KUBARK (U.S. State Department-CIA) officials.' (Beruff's language). AMHOSE-1 has also been in contact with De Jesus Mencia at least during week 17 October. Following according AMHOSE-1: Beruff in U.S. in capacity 'Chairman Finance Committee MRP' attempting line up funds. Although not intending undercut Chibas in any way, is also trying expedite arms deliveries to MRP groups. In particular interested obtaining arms and demo for his own segment of MRP which is Padre Bastarica's Juventud Catolico. AMHOSE-1 and Beruff engaged in 'ops planning' (with Enzel approval) as regards arms delivery possibilities. MASH notes AMHOSE-1 very probably advertising rather than concealing ODYOKE connections for purposes his own political/operational aggrandizement: This despite repeated warnings."

Re para 5 ref: AMHAWK agrees WRUL program to be coordinated via AMRASP prop commission. 2. Re para 6: So long as boat broadcasts remain Rescate activity MASH has no legitimate claim to liaison or coordination. However at such time as AMHAWK turns project over to AMRASP, broadcasts can be coordinated via prop commission. AMHAWK again promises full details boat OPN."

03/01/61: Cable from JMWAVE to BELL (Meigs Acting): "1. WAVE prefers use motor vessel Tejana Operation BUENA VISTA instead of as agreed 1 March telecon for OPN CORRIENTE. This means HQs will have to assume responsibility CORRIENTE. 2. Plan commit 2530 with W/T Op and one or two utility agents with Puerto if pers can be transferred from JMMOVE (Note: The Belle Chasse Louisiana Ammunition Dump. A CIA controlled training camp from Feb-April 1961 used for special explosives and underwater training for Cuban exiles involved in the Bay of Pigs landing) before 2 March. Otherwise will commit on BUENA VISTA scheduled 7 March. View this teams past experience aboard Barbara J recommend they go via WAVE small craft."

AMDIP-3 wants build his organization in Yaguajay and if possible open front relieve pressure on Escambray. Realizes that secure commo facilities immediate area of ops most essential for continued KUBARK (CIA) support and will use KUBARKs trained operators for ops messages in connection this support. 3. For this reason AMDIP-3 requests infiltrate W/T operator of para 3 ref with six man action team, which he recruited WAVE area on Operation CARROT. 4. Members this team as follows: A. Eusalio Estevez Viera (Yayo)...Handwritten note: POA requested for him as singleton agent by WAVE 3149). B. Eualio Estevez Perez...C. Jose Ramon Estevez Perez...D. Victor Andres Gonzalez Barnes...E. 04/19/61: Memo from Howard Hunt to A/DDP/A: "1. Telephone conversation with Meigs at WAVE, 1500 hours, this date, I was informed that a 300-ton freighter was immediately available for our use at no cost beyond that of maintenance. 2. The freighter has twelve staterooms and is rated at eight knots speed. It has a Cuban crew of twelve and is currently flying a British flag, although that, Meigs tells me, can be changed very promptly. 3. As for communications, Meigs said that WAVE had available a Cuban radio operator who could replace the one currently assigned to the ship. Meigs is investigating a 110-foot yacht which can sleep between eight and ten persons. The speed is 15 to 20 knots and is supposed to have a 2000 mile range. The owner is one Echevarria, described as a coordinator of the MRR/MDC. Negotiations for this craft are at a very preliminary stage. 4. Meigs queried whether a flying boat would not do just as well, but I did not encourage this line of investigation. Meigs also requested that in the event we place the Revolutionary Council aboard a boat, WAVE be permitted to include Jorge Zayas, publisher of Advance. Meigs stated that some sort of commitment had been given to Zayas regarding early return to his homeland. 5. I promised to indicate to Meigs our interest in the freighter and he, on his part, will ascertain the length of time required to put this craft to see."

104-10433-10089: CABLE: LITTLE VISIBLE ADVERSE REACTION LOCALLY AGAINST U.S. MISSION

04/06/68: Cable to Director: "Little visible adverse reaction locally against U.S. mission or American community following King assassination, however RUABBE-1 advised Meigs by phone 6 April that embassy could expect demonstrations on Monday 8 April which expected to be peaceful. Although group, which he did not identify on phone, considered and rejected stoning. Police expected to have standby force to meet any adverse development, but police feel that they can control situation. No anticipated impairment of Station activities or apparent threat to physical security or communications, although local reaction may reflect developments in U.S."
