1965-1968: A. Edward Horsey may have been spreading disinformation, and drew the name "Bill Medina" from the almost-certainly-fictional book "The Plot to Kill JFK", written in 1965. The author suggests that Horsey may have written the book himself and made up the contents.

July 1967: This tip caused the FBI to "ZR Ruby" because of the statement in paragraph 3 that Ruby killed Oswald because of a post-hypnotic suggestion. It also caused the FBI to run a trace on "Bill Medina" that resulted in the surfacing of the name of Alfredo Medina Vidiella/LISIREN-3. Also see 104-10195-10453, p. 2: Win Scott confirms that there is no connection between the alleged alias "Bill Medina" and "Alfredo Medina Vidiella".

8/8/67 dispatch from Teresa Bauchardy on behalf of the Chief, WH Division to Chief of Station, Mexico City: "An (FBI) informant alleges that 'quite some time' before the assassination of President Kennedy, Oswald met in Mexico City with a member of WOFACT/CIA whose name was Bill Medina. Would you please advise if the name Bill Medina is known in any context?" 8/22/67 response by Win Scott/Willard Curtis to C/WHD: "As far as can be determined from records in the Mexico Station, no (CIA) member has used the alias Bill Medina. There is no record of a Bill Medina in station files..."

"A. Edward Horsey, a researcher from Kalamazoo, Michigan, (is) convinced that the Warren Report is a whitewash...Horsey and his group have been in touch with Garrison since 1967...One of the assassins behind the stone wall was one Al Groat. They know that Lee Harvey Oswald met in Mexico City, Mexico, quite some time before the slaying, with a member of the Central Intelligence Agency whose alias is Bill Medina and whose true name is not known."

1968 - The researcher A. Edward Horsey appears again, this time with a man named James Mays who claims to know the identity of a man working with Oswald to kill the President, this man allegedly fired from the grassy knoll with a 357 magnum pistol with a telescopic sight.

1978: As part of the "Mexico City Project" - Photos of possible "Second Oswalds" (as described at p. 4) were shown to former Cuban consul Eusebio Azcue, as well as Sylvia Duran, Theresa Proenza, Sylvia Odio, Elena (Garro) and her daughter, red-headed Cuban, Ugarte, Gutierrez, Robert McKeown, and University of Mexico student (note: All of these people had allegedly seen Oswald). These photos include the photo of "Bill Medina". 180-10110-10067, p. 5.
