Pseudonym: Maylott, Philip
A memo in December of 1964 from Chief of Station (COS), San Jose, was signed by Philip Maylott. Therefore, Maylott was either the COS or someone who worked under the COS. M. H. Martuffi was written below Maylott's name. In addition, Michael H. Martuffi was mentioned in a cable from San Jose in April, 1964.
04/03/64: Cable from San Jose to Director: Slugline RYBAT TYPIC AMWORLD: "1. Under cover of (REDACTION) Michael H. Martuffi met IDEN, visiting 'engineering consultant', at home pad on 2 April. IDEN requested private talk in which he quickly put forth the request that Martuffi tell him what was known locally of Manolo Ray's training effort in Costa Rica. He said 'own government anxious to know what JURE group doing here' as if he ODYOKE (U.S. Government) employee. Martuffi said PBSWING (U.S. Embassy, consulate, consul general, or official installation) has heard rumors Cuban anti-Castro activities per recent speech Manuel Mora but nothing definite. IDEN said he friend Manolo Ray and 'we know he has brought 100 foot boat which now in Puerto Rico' but don't know who backs Ray financially. 2. 12/16/64: Memo from COS, San Jose to COS, JMWAVE and Chief, WH Division: "1. Attached is a letter received by Ambassador Telles on 15 December from an unknown source who left name at the Embassy reception desk. While there is apparently little of substantive intelligence interest therein, it is felt that the tone of same and the visionary scheme presented may be of interest to Headquarters and JMWAVE, particularly in view of the personalities involved. 2. While the source of this letter is not known, the Station suspects it is Manuel Antonio Strasburger since HUBUMP-1 recently told the Station that Raimundo Quidiello Castillo (local JURE representative) had informed HUBUMP-1 that he was being blackmailed by Strasburger, a former business partner. Strasburger threatened Quidiello with a disclosure of his personal letters which would embarrass Quidiello, ODYOKE (U.S. Government) and KUBARK (CIA). Apparently Quidiello did not yield to the threat hence the letter to the Ambassador and at least one other copy which HUGROG-1 showed to HUGIRD-1 on 15 December. 3. Station now investigating Strasburger in view of above activities and his reported close connections with Comumnista Marcial Aguiluz and Alvaro Menendez Franco. 4. Headquarters: request traces on Strasburger. Philip K. Maylott." Below and to the left: "M.H. Martuffi".

Based Maylott's discussions with JMWAVE officers on 2 and 8 December, suggest HQs relay state traffic re Alegrett/Ruiz case, particularly San Jose assessments and results Managua talks with Schick and Somoza. 2. For WAVE: Although Ruiz may have been slowed down, both station and embassy, as well as host government continue concerned with coup possibilities. Thus would appreciate your continued coverage Alegrett." Handwritten at top right hand side of cable: "Rohfling"
