Charles Masengill frequently worked with Thomas Hewitt, aka Charles Gneiting or "Otto". Charles F. Masengill was also known as the alias "Frank." and probably "Frank Massengill" and "Clayton Farshtey". Masengill came into contact with Alberto Fernandez Hechevarria, Evelio Duque, Manuel Artime, Ricardo Anibal Morales Navarrete and AMNUBA-1 in the course of his employment in the CIA. Cannot quite yet prove that Hicks was Masengill.

6/15/61 memo on the "Duque character" from "Masengill and Gneiting", and signed by Thomas M. Hewitt (who used Charles Gneiting as one of his pseudonyms): His comments on Duque included: "Most reluctant to show his organization - only five. Says he isolated in Escambray fighting Castro and these staff members must get out to him. They can give us a complete picture of actual strength of LCAC...No formal military training. Knows little about modern weapons beyond M-1, M-3, 30 Cal LMG, nothing about explosives, artillery, or more complex military equipment..." This letter is reviewed again a year later on 8/15/62, 104-10169-10425, see below.

104-10243-10104: CABLE: TWO THOUSAND DOLLARS PASSED AMBANG-4 EVENING 26 JUNE BY FRANK H. MASSENGILL

6/28/61 cable from JMWAVE to Director: Two thousand dollars passed (to) AMBANG-4/Eugenio Cisneros evening 26 June by Frank H. Massengill. AMBANG-4 advised by (case officer) this only amount for which we have approval and told not expect additional funds. AMBANG-4 said needed more money and mentioned amount ten thousand dollars. Commented would get approval from "White House". AMBANG-4 signed receipt but when asked (to) account for disbursment of funds said (I was) MRP, not FRD, which known (to) have submitted fraudulent accountings to (CIA). AMBANG-4 added MRP wanted no evidence to show MRP was financed by other sources, e.g., (CIA)...In view (of) above WAVE suggests MRP White House contact be advised AMBANG-4 refused (to) account (for) funds."

7/3/61 contact report, participants Duque, Masengill, Gneiting, (Marcelino) Garcia: "Escambray of 3 July 1961: Interesting report but give me names, numbers, details of organization, etc...if they want our support they are going to have to give us full details of their organization or we can't go on to help them..." 9/20/61 Contact report between Mr. Dimitry and Duque, Bosch, and Lage, 9/18/61. These three gentlemen met with Iden A - identified on final page as Thomas Parrott...The assistant to Iden B - General Taylor... at our request - Iden C - Tracy Barnes - it sure looks like Barnes is referring to himself as James Pekich - or is it a typo? Earlier that day, Parrott has a conversation with Duque, Bosch and Lage, saying that "everyone in Miami talks about seeing General Taylor"!

Charles F. Masengill was the primary instructor for this bloc of training, and he reports that AMBIDDY-1 was a keen student who appreciated the opportunity to learn as much as possible about clandestine operations.
