Discussion:
Marschalek was the case officer of LIRULE-1 and worked with Monterrey Base sources LIVACATE/1, LIVAGUE/1, and LITANG.

In addition, Marschalek worked at the Mexico City CIA station in 1966 and 1967. A dispatch on February 13, 1967, stated that Luke B. Marschalek (p) assumed case officer responsibilities for Project LIEMPTY on 9 December, 1966. It added that Marschalek was introduced to Gerende (Ramon Joseph Alvarez Durant) and he was the only member of the LIEMPTY network that he had met. Marschalek was introduced to Gerende by his true name.

10/24/63: Dispatch from Chief of Base, Monterrey to Chief, WH Division (Info: COS, Mexico City): "1. During the period under review the Case Officer has held frequent operational meetings with LIVALVE/1, the cut-out between the C/O and the action agent LITANG, in order to follow closely LITANG's attempts to be readmitted to the PCM. Meetings are held in restaurants, the C/O's QP vehicle, LIVALVE/1's home and the C/O's home. No security problems were observed during this period...5. The Base has instructed LITANG to write weekly progress reports relative to his success in re-entering the party. He will also be sent by the Base to Mexico City with the above mentioned letter so that he can plead his case in person. It is too early to tell if De Leon will keep his word and given LITANG the boost necessary to get him back into the party, but the Base is watching this turn of events closely. Luke B. Marschalek."

10/25/63: Dispatch from Chief of Base, Monterrey to Chief, WH Division (Info: COS, Mexico City): "1. Base Monterrey sources LIVACATE/1, LIVAGUE/1, and LITANG have given no indication that Subject has mentioned the approach by a PBPRIME (U.S.) citizen asking him to write a book. According to those sources Subject still does not have a job and LIVAGUE/1 reported that Subject visited him on 23 October and asked him for a loan. LIVAGUE/1 loaned him some money, although he later told his Case Officer that he did not expect to get it back. 2. LITANG and LIVAGUE/1 have reported that Subject has had little success in forming a dissident group in Monterrey because there is disagreement among the persons involved. LIVAGUE/1 says that Mateo Saenz Garza, with whom Subject has been meeting, refused to go along because he wants to be the leader of any group of which he is a part. Despite Subject's problems in forming the group and his lack of salary, each Central Committee member who visited Monterrey has requested that LIVACATE/1 watch Subject closely and keep Mexico City informed of his activities. LIVACATE/1 says that Subject knows too much about each of the Central Committee members and that they are therefore afraid of him. Luke B. Marschalek."

Perselye, Interrogation Research Division to WH/3/MEX: "Background Information: Subject of this report is a married, male citizen of Mexican citizenship who was born 10 February 1909 in Torreon, Coahila, Mexico. He is currently being utilized by KUBARK (CIA) as a penetration of the Mexican Communist Party (PCM). Subject has not been previously LCFLUTTERed. Purpose of the Interrogation: The request to LCFLUTTER Subject was initiated by the WH Division and coordinated in the field by Luke B. Marschalek, Subject's case officer. LCFLUTTER was conducted to determine if Subject has disclosed his KUBARK relationship to unauthorized persons, if he has or is now working for and/or reporting to any other intelligence organization, and if he has withheld any of his PCM history from us. 02/13/67: Dispatch from COS, Mexico City to Chief, WH Division: Subject: Project LIEMPTY/Progress Report for the period 1 November 1966 through 31 January 1967: ..."2. On 9 December 1966 Luke B. Marschalek (p) assumed Case Officer responsibilities for the LIEMPTY Project. Marschalek was introduced to Gerende in true name and Gerende is the only member of the LIEMPTY complex whom Marschalek has met. There were no problems during the change of Case Officers and none are envisioned in the future. Contact and Communications: 3. During the period under review, 30 meetings were held with Gerende by the Project Case Officer. Meetings sites and times were varied to avoid establishing a pattern and most meetings were scheduled at the previous meeting. Several unscheduled meetings were held during this period and were arranged by the Case Officer telephoning Gerende to establish the meeting time and site. Times and sites are coded when discussed by telephone and are arranged in such a way as to appear to be a normal conversation. Telephone calls to Gerende are made from pay booths located away form the LNPURE installation....Luke B. Marschalek for/Willard C. Curtis."
