Discussion:
Note that Lowe and Ullery both used extension 7646 during the summer of 1962. In one Green List item below during July 1962, Ullery submitted the request for approval and Lowe signed it. In a second one on August 1962, Ullery submitted and the signer's name is redacted. Best evidence that Lowe and Ullery may have been one and the same person. (There are other examples, however, showing Ullery as the submitter and Cal Hicks as the signer. See 104-10221-10049. Maybe Ullery, Hicks and Lowe are one and the same, but hardly a sure thing. See 104-10265-10009, 3/18/60, where Joseph Piccolo is listed as both the requester and the signing case officer in this Request for Approval or Investigative Action re Jose Ignacio Rasco/AMPALM-5. See 104-10181-10392, 10/19/60, where Howard Gossage is listed as both the requester and the signing case officer (although Piccolo's name is typed in as the signing case officer, suggesting that Gossage and Piccolo are one and the same) in this Request for Approval or Investigative Action re Manuel Salvat/AMHINT-2.

The above "April Progress Report" is described in this document: "a report of interview with Subject (Julio Hernandez) by a representative of KUJUMP in Washington, DC. Since subject is associated with the DRE and is associated with a "Mr. Rodgers", this will be of particular interest to NOEMAYR." The originating officer is TFW/PA-PROP Gabe Lowe, the Coordinating officer is C/TFW/PA-PROP S.K. Short/Seymour Bolten, the Releasing officer is William Harvey.

1/15/63 dispatch by Gabe Lowe to Chief of Station, JMWAVE, asking if the DRE had proven there are African military forces in Cuba, with C/TFW/PA-Prop Bolten listed as a coordinating officer and William Harvey listed as releasing officer.

104-10167-10408: CABLE RE TRACE REQUEST ON ORLANDO PONCE ALBERTO.

8/30/65 cable from WH/C/RR/OA Wendell Ullery to JMWAVE stating "no additional traces" on Orlando Ponce Alberto, a Cuban refugee who fled Cuba 11 August 1965.
