CIA officer Calvin Hicks. A memo in August, 1978, stated that Wallace K. Ledbetter was a pseudonym for Calvin Hicks, and was issued in October, 1950.

Discussion:
Routing and Record Sheets in November of 1953 and December of 1954 were partly addressed to Ledbetter. Ledbetter may have been Calvin Hicks.

A contact report was produced in October, 1961, between "Justo" and Wallace K. Ledbetter, which was definitely Hicks.
