Discussion:
Aragon originated both cables from Director and his unit was CA/B5. The slugs DTDORIC (indicator for covert action to be used in book distribution programs directed at intellectuals in communist and socialist countries) and HBEPITOME (probabaly the Officers Foundation for Youth and Student Affairs) were also included.

The first cable stated that IDEN A telephoned Raymond N. Laffitte (IDEN B) to request a meeting in Mexico with CIA contract agent Eugene B. Telegades (IDEN C), and CIA staff employee Laffitte to discuss the current youth student situation in Central America. IDEN A knew Laffitte and Telegades through their past and present youth and student activities. Telegades and Laffitte would arrive in Mexico on the evening of October 30th, and would return to the U.S. on the afternoon of October 31st. Telegades and Laffitte would stay at the Del Prado Hotel.

In the identities cable, IDEN B was Manuel Aragon, described as "previously active Latin American youth and students events presently self employed as professional consultant in Washington." IDEN A was Fernando Andre, and IDEN C was Robert Kiley, with IDEN A described as being a Guatemala youth leader. IDEN C was a past president of United States national student association (USNSA), and was "presently carrying on advanced research in Washington." 11/26/63 memo below refers to BGPLANET - was this a typo?

104-10101-10179: CABLE:LIQUIFER/7 LETTER - REQUEST MEETING TO DISCUSS

12/11/63 DIR 88294, memo from HQ to Mexico City, info to PALP, about LIQUIFER-7. He wants to meet with the Officers Foundation for Youth and Student Affairs (FYSA/HBEPITOME) and the Institute for International Student Affairs (IIYA). He wants to meet with CIA officer Raymond Laffitte to discuss future work among professionals and students, but Laffitte's travel makes that impossible. LIQUIFIER-7 has told Laffitte he is interested in the presidency of CMDJ which he will try to revitalize.
