08/01/78, Memo for the record from PCS/LOC: Subject: HSCA Request of 22 June 1978 (OLC #78-2138): Page 2: ..."5. HMMA-22390 dated 25 October 1963 was not put in the records system. We have located a chrono copy of the dispatch from Mexico which indicates the dispatch transmitted an envelope to Fletcher M. Knight. A notation on the dispatch says attachment was sent to DDP by C/WHD on 30 October 1963. The field did not insert a file number and Headquarters did not classify it either. Since it was not put in the DDO (then DDP) records system by either the field or Headquarters, we can only assume it did not meet criteria as established by Clandestine Service regulations pertaining to the inclusion of intelligence, and counter-intelligence or operational matters in the Agency's central files. We are continuing efforts to locate this item as well as item #3."
