Discussion:
Zogby had instructions for Passavoy, and then changed them on 10/31 before Passavoy picked up State Dept. official Thomas Hurwitch. The Kennard pseudonym is corroborated in Wilbur Crane Eveland's book Ropes of Sand.

"I went to see Ghosn Zogby, the CIA's Beirut chief of station, who was carried by the American embassy as a first secretary, political...Zogby was a portly man whose collar and tie could barely contain his bulging neckline; the buttons running down his shirt seemed on the verge of popping. Forty years old, he had unmistakeable Levantine features that would have identified his ancestry even if he has not had a common Lebanese name. Showing him a copy of my orders, I joked that they were false. "My name," I said, "should appear in your files as Perry M. Chapworth, and I bring you greetings from Allen Dulles and Archie Roosevelt...(Zogby) stood up, and shook hands again, saying that his pseudonym was Kennard and that he was pleased to have a new KUBARK (note: CIA) hand aboard." Eveland adds a few pages earlier that "pseudonyms are devised in the following way: using an old telephone directory from the Australian outback, a young clerk in the CIA opens a page at random, closes her eyes, points a finger, and finds a name."

Payment of 5000 for October and 5000 for November to AMBUD-1 for his faction of judges will be made immediately through PASSAVOY. Support will be given to CRC propaganda activities through PASSAVOY..."

AMTIKI-1 informed Wenmead one Nov that AMBUD-1, Jose Alvarez Diaz and 'American from State Dept' demanded immediate meeting with AMTIKI KUBARK (CIA) contact (Wenmead). 2. Passavoy believes this may have been in line with Hurwitz desire scrutinize admin budget for paring expenditures. Passavoy informed AMBUD-1 that attendance Wenmead any such meeting inadvisable." I then telephoned to Dr. Miro suggesting that our meeting in Carillon Hotel Room 940 be at 1615."
