Discussion:
A cable originated by Robert E. Whedbee, DC/WH/4, on September 18, 1961, stated that "per Karmany Crozier telecon 16 Sept after high level ODYOKE (U.S. Government) consideration decision reached and AMBUD-1 (Jose Miro Cardona) informed that responsibility for organization and plans for exile Cuban jurists and lawyers will be AMBUD's." Whedbee was also the Authenticating Officer for R. K. Davis (Al Cox), C/WH/4.

A cable on September 19, 1961, again originated by Whedbee, stated that "per Karmany Manson (probably Al Cox) telecon Conte Aguero should be advised his job does not depend on his joining CRC. Believe Miro Cardona approach merely exploratory effort to broaden base of CRC. Whedbee was again the Authenticating Officer for Davis.

A cable on September 23, 1961, stated "confirming 20 Sep telecon Reynolds (Al Cox)/Whedbee Aug and Sep payments to AMBUD-1 (Jose Miro Cardona) lawyers passed Aragon 21 Sep HQs." Whedbee was not the Originating Officer this time, but was once again the Authenticating Officer for Davis. Given Whedbee's documented involvement in cables mentioning Karmany, it is probable that the latter was a pseudonym for the former.

In December, 1954, Stephen H. Karmany put his name to a dispatch from Chief of Mission, Habana, on Arthur G. Vaivada (Ross Crozier) meeting Angel Boan Acosta in the street in Havana. Boan Acosta had been a contact of Crozier's in Guatemala in the first half of 1954. In addition, Karmany took part in Operation PBSUCCESS. A cable on June 15, 1954, stated that "Correspondent (REDACTION) reported 14 June to SKILLET (Whiting Willauer, U.S. Ambassador to Honduras) and Karmany that during interview morning 14 June with Calligeris (Carlos Castillo Armas) in latter's house he observed 'great activity, many people coming and going, prominent and recent WSBURNT (Guatemala) exiles, large quantities ODYOKE (U.S Government) money.'"

05/26/54: Cable from Director to Withheld (Orig: Frank G. Wisner, DD/P): ATTN KARMANY: RYBAT/PBSUCCESS: "1. Ref Galbond's (J.C. King) directive especially concerning importance gathering documentary and other evidence WSBURNT (Guatemala) infiltration WSHOOFS (Honduras) for subversive purposes. This matter has assumed top priority for you as result recent developments in situation. Please report soonest what you believe prospects are for obtaining any such evidence and in what form it would be. If you have not already done so recommend use local police chiefs northern area where there are numerous reports of WSBURNT agents at large. You authorized this connection offer monetary rewards for concrete evidence including delivery of agents. 2. Suggest possibility using SACKBUT's contacts in this connection. 05/28/54: Dispatch from LINCOLN to ACOS, Withheld (Attention: Karmany): Subject: General - Guatemalan Matters. Specific - Guatemalan Interest in Honduras: REF: GUAT 676, 27 May 1954 (not sent to REDACTION): "1. Upon receiving the report from (REDACTION) to the effect that Victor Manuel Gutierrez had been heard to tell some of his followers that two shipments of arms would shortly be sent to the strikers on the Tela Railroad, Guatemala was asked to investigate the matter. The informant is a deep level agent of one of the (REDACTION) officials and must be protected. 2. It is learned that the informant overheard a conversation between Carlos Manuel Pellecer and Virgilio Guerra Borges on 6 or 7 May 1954. The talk occurred at the headquarters of the Partido Guatemaltedo del Trabajo (PGT), and Guerra reporedly said that a truck was ready to take arms to the Honduran border. They were to be delivered to an individual known as El Sombrero. No further details were obtained. (REDACTION) Jerome C. Dunbar (Albert Haney). (REDACTION) G.S. Vincent."

06/15/54: Cable from Withheld to Director: RYBAT PBSUCCESS: "1. Correspondent (REDACTION) reported 14 June to SKILLET (Whiting Willauer, U.S. Ambassador to Honduras) and Karmany that during interview morning 14 June with Calligeris (Carlos Castillo Armas) in latter's house he observed 'great activity, many people coming and going, prominent and recent WSBURNT (Guatemala) exiles, large quantities ODYOKE (U.S Government) money.' On 13 June (REDACTION) called Calligeris, reportedly from San Pedro Sula, asking Calligeris to let him know before he 'started anything.' 2. Princep of opinion Calligeris more interested good press relations than security, since several recent episodes similar to above indicate Calligeris releasing material more factual than deceptive to press. This despite repeated security briefings of Calligeris by Lugton. 3. Believe fact that correspondents (REDACTION) and (REDACTION) attempt check out Calligeris stories with SKILLET, SKILLET-1, and Karmany prior to filing same, indicative their strong belief ODYOKE backing of Calligeris, which denied by those approached."

06/16/54: Cable from Withheld to Director: RYBAT JMWATERFALL: "1. During past month have contacted all PBPRIME (U.S.) and WSHOOFS (Honduras) officials as well as private individuals likely to possess leads to, or files on, comics, with very meagre results in way of documentary proof. 2. Have prepared for SKILLET-1, summary of info all sources including ODACID (U.S. State Department) files in last two years which being coordinated by him with PAO summary relevant pro and anti-commie press reports. SKILLET-1 will then coordinate with office WSHOOFS president, requesting statements of officials. 3. Consider only source likely produce quantity and quality info on commie activities IDEN A of (REDACTION). Knox can maintain this liaison until strike settled, at which time could be handled by SKILLET-1. 4. Recommend immediate termination Karmany and Lamanski TDY and termination TDY Knox after strike settled."

12/15/54: Air dispatch from Chief of Mission, Habana to Chief, WHD (Info: COS, Guatemala; COM, Mexico): Subject: General - Operational. Specific - Angel Boan Acosta: "1. On about 20 November 1954, Arthur G. Vaivada (Identity A) met Subject by chance on the street in Habana. Vaivada (Ross Crozier) states that he knew Subject from February to May of 1954 in Guatemala City where they lived in the same apartment building. Apparently Vaivada's wife was of considerable assistance to Sra. Boan Acosta when the latter was sick and by the time Vaivada left Guatemala, a fairly good friendship had arisen between the two families. Sr. Boan Acosta was cultivated by Vaivada because of Boan Acosta's known high level CP contacts in Guatemala. Apparently Boan Acosta was of some assistance to Vaivada at the (REDACTION). 2. Angel Boan Acosta is a Cuban, born in (REDACTION), Cuba. He is currently a political writer (REDACTION), an anti-Batista magazine. He is married to (REDACTION) of (REDACTION) and has one child six months of age. They are currently residing with a sister-in-law in (REDACTION) Habana. Subject was more or less an exile after 10 March 1952 because of his opposition to Batista. He went to Mexico first, and then received a fairly well paid job in the Government communist radio headquarters in Guatemala, where he was a political commentator and radio script writer. 3. Vaivada plans to continue here in Cuba his friendship with Subject (REDACTION). Stephen H. Karmany."
