A cable on October 16, 1963, mentioned that it was expected that Bastear would join Huyette and Tichborn (Henry Preston Lopez) for talks later in the day on 21 October.
A cable on October 28, 1963, stated that "from 21 to 25 October, Keith J. Bastear and Geoffrey T. Huyette met with Mexican Station officers and Edward G. Tichborn to discuss the further development of the DTGODOWN (the American wing of the Congress for Cultural Freedom) Mexican program. The major focus was on the creation of a Mexican intellectual journal."
Also, Geoffrey Huyette's contacts in Mexico included Jaime Garcia Terres, Juan Garcia Raul Ortiz y Ortiz, Juan Vicente Melo, Margaret Shedd, and GPBEFIT (probably Juan Rulfo).
A cable in October of 1964 stated that Huyette now believed that QRMANGER should reopen correspondence with DTGODOWN. It was suggested that Tichborn prompt QRMANGER to send Huyette a copy to QRMANTLE with covering letter proposing a meeting in New York. Then Huyette could respond, without appearing over eager. This cable's Originating Officer was Walter Raymond, Jr., CA/B3. The Authenticating Officer was Robert L. Fallon, Chief, CA/B3.
