If Hibbert was Warren Frank then both case officers of AMSTRUT-1 were from FI Branch, JMWAVE.
07/20/61, Cable from JMWAVE to Director: Slugline JMZIP KUTUBE: "1. On arrival AMRYE-1 (Anthony “Tony” Sforza) and AMIRE-1 (Emilio Americo Rodriguez) they should check in any motel near Coral Gables. They should contact Knapman (probably Warren E. Frank) at telephone UN-60301. Both know Knapman from PBRUMEN (Cuba). 2. Request HQs send copies of (unintelligible) 201 files (both crypt and true name) to WAVE ASAP. (Unintelligible) to receive their salaries from HQs or is WAVE to pay it locally? Also, are they contract agents or contract employees? 3. PLS advise if either AMRYE-1 or AMIRE-1 cleared for access to JMCAPE. Since WAVE currently has only two KUTUBE (Foreign Intelligence - FI - division of CIA) Ops officers other than Zamka (David Morales), access to JMCAPE by either AMRYE-1 or AMIRE-1 would greatly relieve KUTUBE work load at base and assist in expansion this field. Sloman made telephone call to AMSTRUT-2 at 1710 hours 23 Sept...After short introduction Sloman turned phone over to AMSTRUT-1 who suggested meet 24 Sept. AMSTRUT-2 said she alone at home except for maid and free then...AMSTRUT-1 told her proceed to previously selected meeting site in front of teahouse at corner Reforma and Calle Rio Else where 'Enrique' (Sloman) would be waiting. 2. Arrangements made have Andrew F. Merton surveil AMSTRUT-2 residence beginning 1745 hours...3. AMSTRUT-2 arrived designated meeting point 1845. Renard surveillance established no one followed AMSTRUT-2 and Sloman as they walked to safe apartment along virtually deserted street. 4. AMSTRUT-2 slightly tense at onset, but after meeting AMSTRUT-1 and having drink became relaxed, affable and cooperative...6. Meeting lasted until 2300 hours...but emphasis rapport and creating atmosphere of trust on part AMSTRUT-2. Basis Sloman and AMSTRUT-1 account meet these efforts highly successful...7..Sloman explained to AMSTRUT-2 that travel Miami insecure...8. Renard telephoned apartment 2300 hours to see if AMSTRUT-2 had left and as result misunderstood telephone conversation with AMSTRUT-1 arrived at apartment while AMSTRUT-2 departing. On this date AMOT-2 (Jose Joaquin Sanjenis Perdomo) reported that AMDIP-1 (Tony Varona) had departed for Washington on 9 January where he remains as of this date. Several days before AMDIP-1 departed for Washington, he sent Manolo Rivero Setein to Washington to arrange a meeting between AMDIP-1 and the recently elected Dominican Republic President Juan Bosch. 2. Approximately six weeks ago AMDIP-1 sent Evaristo Fernandez to El Salvador and Honduras to speak to various members of these governments concerning the Cuban situation and possible uses of bases for Cuban exiles. The information was reported at that time. Fernandez has returned and is presently in Miami and AMOT-2 plans to have lunch with him today, 11 January. 3. Previous to the departure of AMDIP-1 to Washington, he had a meeting with Jose Julio Fernandez, CRC delegate to Panama who especially came to Miami to speak to AMDIP-1. 4. Evaristo Fernandez told AMOT-2 that AMDIP-1 has air passages for Panama, Costa Rica and return Miami and that it is quite possible that he may visit El Salvador and Costa Rica. Fernandez is not certain as to the exact date of departure of AMDIP-1 on this trip. 5. AMFAST-19 reported to AMOT-2 on 9 January that the executive committee of Rescate had resigned their position on or about 5 January. They did that at the request of AMDIP-1 who plans to move certain members of the returned Brigade to some of the executive positions of Rescate. Members of Rescate are talking of Raul Mendez Pirez, Rescate delegate to the CRC, being replaced by an unnamed member of the Brigade. (Signed) Martin O. 03/22/77: Memo for the record from Donald R. Heath, Jr: Page 4: "Procedures Employed By Miami Station to Aid Investigation of the Kennedy Murder: 10. At the time of the Kennedy murder I was on suspension from active duty because I had let my finance accountings fall behind. I was, however, present in the FI Branch at the Miami Station when my chief, Mr. Warren Frank, issued orders to all case officers (there were about 12 of us in the Branch at that time) to contact our agents inside Cuba and our support agents in Miami for leads possibly linking Castro Cuba or the Cuban exile community to the murder. I do not recall whether Mr. Shackley was on Station that day, but I recall that Mr. Anthony Sforza, AMOT case officer, told me later that he had received specific instructions from Shackley about how the AMOT service was to go about aiding in the investigation. I also recall quite clearly that there was communication from Hqs. to our Station about the need to query our assets. There was also some communication from the FBI and other agencies to our Station asking for information about possible Cuban involvement in the Kennedy murder."
