A memorandum in October, 1961, also stated that Wilfredo Brito used "Bebo" as a alias. In addition, a cable on November 22, 1963, appeared to be signed by E. Harrison as the Coordinating Officer, who was Chief, SAS/MOB/PA/PROP.

104-10227-10341: MEMORANDUM: ACTIVITIES OF MR. HURWITCH

11/17/61: Memorandum from E. I. Harrison, AC/WH/4/PA-PROP to C/WH/4: "...(Abel) Mestre has been the Propaganda Chief for the FRD and later for the CRC. In recent weeks, Mestre learned that Miro planned to remove him as Prop Chief and during the past week learned that Dr. Conte Aguero, a former Mestre employee, was to replace him. Mestre visited Hurwitch for the purpose of determining why this action was taken. Hurwitch explained to Mestre that Miro wanted Conte for political reasons and that he had no part in Conte's selection. (On the other hand, our traffic indicates that Hurwitch worked pretty hard to get Conte in the job.) Hurwitch also told Mestre that Miro would take over Radio Swan and that possibly Mestre could have the job of running it...The point with which we should be concerned, I feel, is Mr. Hurwitch's willingness to manage Agency affairs, distribute assets, and appoint personnel to key positions without coordinating these decisions with the Agency."
