See1993.07.27.09:30:32:310600 - p. 141 - After training at No Name Key for 6 months, 13 men arrested for planning a guerrilla attack on Cuba. Hemming was the leader, also arrested were Ronald P. See 104-10218-10110, pp. 24-25, 30 - Justice Dept declined to prosecute and case dismissed - in June 64 jury found it was a training camp and not a plan to invade, and weapons were to be returned. See 1993.06.30.14:56:00:000800 - June 1963: prosecution concluded they could prevent Hemming from exposing CIA assets during trial to return their weapons. See 1993.06.28.13:48:43:060510 - June 1964: When trial began, defendant Roy Hargraves accused Customs agent Wallace Shanley for responsibility in the deaths of "two or three Cubans" - a reference to Felipe Vidal Santiago/AMQUIP-1. 1993.06.29.13:41:14:370520 - At the three day jury trial with Charles Ashmann as the attorney for Hemming's group, the jury decided the men could get their weapons back.

04/29/63: FBI report from Robert James Dwyer of the Miami Office: ..."It is noted that previously on December 6, 1962, Cecilio Argelio Martinez del Toro advised that he was born November 22, 1927, had previously worked as a bookkeeper and resided with his wife and two children at 4737 Northwest 15th Court. He stated that he is the person responsible for the 'Wasp', a 31 foot prowler cabin cruiser, then presently located at Germain's Dock, Marathon, Florida. Martinez stated that Felipe Vidal, a Cuban exile, and Roy Emory Hargraves, an American Soldier of Fortune, active in Cuban revolutionary matters, have worked together but are not associated with the 30th of November Revolutionary Movement. Martinez said the 'Wasp' was used on a 30th of November mission to Cuba and Vidal participated as a navigator and brought along his friend Hargraves. Martinez explained that the group did not want Hargraves to come along, but in order to retain Vidal's services, they were forced to accept him. He said he knew the United States Government did not want American adventurers participating in raids against Cuba, but that Hargraves would not be taken along again and was not a member of the organization. Martinez said the "Wasp" is equipped with two VG gasoline engines which develop over 600 horsepower and the boat is fast and seaworthy."

On 11/11/63, MM T-1 said Vidal had just returned from Dallas, where he visited General Edwin Walker. Unpleased by support Eloy Gutierrez Menoyo and Manolo Ray/AMBANG-1 receive from State Dept. and Gov. Munoz Marin. (at p. 9) Vidal admitted that about two weeks before the assassination of President Kennedy on November 22, 1963, he left Miami, Florida and visited Dallas, Texas. He stayed there five days and...visited General EDWIN E. WALKER for the purpose of getting Walker's views concerning the Cuban situation...Walker did not donate any money and...did not want to get involved in Cuban revolutionary activities and was involved in his political campaign of running for the position of Governor...Vidal denied that he asked Walker for any money donations..."

10/22/68, attachment to memo by LAPD officer William Curtin: "The Students for a Democratic Society Centre...was bombed at 3 am this date. When (Roy Hargraves) returned to his residence, he was arrested on the outstanding traffic warrants ...Hargraves was interviewed and admitted the bombing...10/24/68, memo by LAPD officer William Curtin: "(Roy Hargraves) was reinterviewed and gave the following information. He is close to Jose Antonio Duarte (ex-Major in F. Castro's army). Major Duarte is trying to get close to the CUBAN POWER group but is not trusted by them because of his ex-ties to Castro. (Hargraves) denied any connections with CUBAN POWER except through Duarte. He said that he got the explosives through Duarte and that Duarte was also supposed to give him some CUBAN POWER stickers for him to leave at the site of the SDS bombing but that he never received the stickers so went ahead with the bombing. Duarte knew he was going to do the bombing and indicated that this type action could get him into the CUBAN POWER group. (Hargraves) admitted that he and Duarte went to a 'Black Militant' house or office in Compton some time back and broke out windows. Duarte had a smoke grenade but 'got shook' and could not get the pin pulled and they ran..."

104-10225-10067: REVOLUTIONARY GUERILLA TRAINING IN MEXICO

10/29/68 report discusses Gerry Hemming and Roy Hargraves. As of that date, Hargraves was in jail for "dynamiting right wing organizations and also the headquarters of the Black Panthers in the Los Anges area. Hemming reportedly learned from Hargraves that he works for Jose Antonio Duarte Oropesa (AMBANG-3), a Cuban exile...(who) apparently wants racial warfare between these two groups and is promoting unrest." The final page says that "Hemming told the source that he was told by Hargraves that there were guerilla warfare camps in Mexico and that such groups as the Black Panthers and the Students for a Democratic Society send members to Mexico to receive guerilla warfare training. Hargraves claimed that Duarte said that he sent an American friend to Mexico to inspect these guerilla warfare camps and to report back to him (Duarte)...The source stated, however, that Hemming, while in a position to furnish information, frequently alters, distorts, and changes the information to suit his fancy." See 1/16/69 memo from Willard Curtis/Win Scott, Chief of Station Mexico City to Director. Revolutionary guerilla training in Mexico appears defined as MHCHAOS activity.
