10/18/62, memo from Jeremy Niarcos/Tom Keenan to Willard Curtis/Win Scott for renewal of Project LIEMPTY: Gerende operated all three photographic basehouses trained on the LIMERICK/Soviet embassy; he handled the LIENTRAP operation which focused on photo stakeouts of prominent Mexican Communists and Communist Party (PCM) headquarters; and rented hotel rooms, apartments, and post officer letter mail drops for Station personnel.

8/23/63 dispatch from Chief, Mexico City Station to Chief, WHD: In an attachment to Scott's report, Jeremy Niarcos/Tom Kennan describes at pages 5-6 how the 2nd quarter of 63 has progressed, stating that "(t)he support provided by the two AMROD cutouts, Oliver G. SCANTLING and Raymond H. Gerende, in the AMROD operation was essential to this operation. Due to the long operational experience of these agents in the Mexico City operational environment their aid in both the planning and execution stages of the AMROD operation has been unique. The cutouts provided professional level countersurveillance during the actual meetings between AMRIFT-1 and Oliver FORTSON (ps), passed letters to the LIERODE (Cuban embassy photosurveillance) operation, wrote many letters and placed numerous phone calls...and have actually carried on the daily activity of the operation." On the following page, Scott states that "Gerende has been assigned to develop contacts in Zacatecas and Aguascalientes which can be activated into operational assets in the future...(but has a) heavy workload in the operational role assigned him in the station's support mechanism..."

10/8/63 memo about how"Raymond Gerende" aka Ramon Joseph Alverez was fluttered on the orders of his boss Tom Keenan aka Jeremy Niarcos, under suspicion of having communist sympathies or other indications that he was a mole. Gerende answered directly to Keenan, ran the three cameras on the Soviet photo base and had responsibilities to various covert operations. Gerende's partner "Oliver Scantling" was also fluttered during that month and had skills similar to Gerende. They were LIEMPTY-1 and LIEMPTY-2.
