Discussion:
A cable from Director to Mexico City (CITE DIR 91712), on December 27, 1963, stated that "HQs contract agent Norman S. Fraigenau (IDEN), PBPRIME (U.S.) citizen, will be travelling on leave in Mexico for about one month starting 14 January." The cable also noted that HQs was in the final stages of publishing a book on Cambodia authored by Fraigenau. Another cable the same day from Director to Mexico City (CITE DIR 91713), RE DIR 91712, stated that IDEN was Professor John P. Armstrong. Therefore, Professor John P. Armstrong was Norman S. Fraigenau.
