Discussion:
A dispatch from Chief, Soviet Russia, in late December of 1961 was signed by Gerald B. Fernich. The Originating Officer was H. J. Osborn, AC/SR, and the Releasing Officer was David E. Murphy, DC/EE.

A dispatch from Chief of Station (COS), London, in May, 1962, stated that "when Fels discussed the AELADLE (Anatoliy Golitsyn) case with him on 5 June, SMIMPEDE was still under the impression that AELADLE was refusing to talk. Having been so informed by Fernich that very day, Fels told SMIMPEDE that AELADLE was again cooperating."

In testimony to the Church Committee in August of 1975, Osborn stated that "after three years in that position I served briefly for six months as Deputy Chief of Base in Berlin. And then 11 months as Chief of Base in Munich, Germany. I left there in September 1960 to take the position of Deputy Chief of the Soviet Russia Division in the Clandestine Services of the Agency in Washington. I served in that position for about a year and a half, and then became Chief of the Soviet Russia Division. And I held that position until September of 1963, when I accepted the position of Deputy Director of the Office of Security of the Agency."

As Osborn was the Originating Officer for the dispatch signed by Fernich in December, 1961, and the testimony quoted above, then it is probable that Gerald B. Fernich was a pseudonym used by Howard J. Osborn.
