08/20/68: Dispatch from Withheld to Chief, Western Hemisphere Division: Subject: AMCLEVE-15 MOC and Security Clearance: "1. Attached are four copies of Subject's MOC. 2. As the desk is aware, the last word from Headquarters was that AMCLEVE-15 (Luis Posada Carriles) was to be treated as a 'hostile' and that full clearance was being withheld pending his SGSWIRL. He has now been SGSWIRLed, and (REDACTION) the test was favorable although an official Headquarters report has not been received. A PRQ Part I was submitted on Subject on 29 May 1968. Therefore, it would be appreciated if desk would contact the appropriate Headquarters officials and advise the Station of AMCLEVE-15's official status. We assume that he will be fully cleared and that a POA will be issued followed by an OA after the Station submits PRQ Part II. 3. Headquarters recently inquired as to (REDACTION) thoughts on including AMCLEVE-15 in the CIFLUTE Project rather than making AMCLEVE a separate project. (REDACTION) completely in accord with this idea although it will probably necessitate funds being shifted from CIGUSTY to CIFLUTE. However, a separate dispatch will be prepared on this subject. 4. (REDACTION) realizes that AMCLEVE-15's clearance has been a thorny problem to the desk and hopes that we can now clear it up once and for all. (REDACTION) Perry G. Drapkin."

10/21/68: Dispatch from Withheld to Chief, Western Hemisphere Division: Subject: AMCLEVE-15/Foreign Language Outline: "1. The attached outline was taken from a confessed guerrilla, recently arrested by CIRASH (Venezuelan police agency DIGEPOL, which was transformed into the intelligence organization DISIP in 1969) in the city of Barquisimeto, Venezuela. When interrogated by AMCLEVE-15 (Luis Posada Carriles) and others, the arrestee said he did not know where the outline came from; what language it was in; and, in fact, said it did not belong to him. 2. Various (REDACTION) assets have studied the outline, and the consensus or opinion is that it is probably Turkish or a middle-eastern language. 3. It is requested that Headquarters contact the appropriate offices in an attempt to ascertain what language the outline is written in, together with a translation of its contents. (REDACTION) personnel contacted felt it unlikely, the possibility exists that the outline is in code. (Signature) Perry G. Drapkin."

(REDACTION) feels that AMCLEVE-15's (Luis Posada Carriles) operational activities and intelligence disseminations over the past six months more than justify this modest raise in salary. (REDACTION). Perry G. Drapkin."

10/14/76: Dispatch from COS, Withheld to Chief, LA Division: Subject: WKMAYOR/WKSCARLET - Termination of WKSCARLET-3: "Forwarded herewith is an agent service record for WKSCARLET-3 (Luis Posada Carriles) who was amicably terminated on 13 February 1976. Forwarded as a separate cover attachment is the termination secrecy oath executed by WKSCARLET-3 at the time of termination. (Signature) Frederick C.
