Discussion:
A memo from Erich W. Isenstead on November 2, 1973, on Howard Hunt, contained a numbered list of true names, along with a corresponding TSD alias birth certificate list. Most of the alias birth certificates were issued in connection with the Bay of Pigs operation. Thomas J. Flores was number 36 and his alias of Eduardo Curbelo was number 36.

Also included were David S. Morales/alias Diego S. Miranda (number 108), Robert B. Moore/alias Henry Franklin Polacek (number 118), and William K. Harvey/alias William Walker (number 161).

Flores was C/OPS/WH/C in August of 1965 and C/WH/COG in December of 1966.

Re 1959: Memo from Nestor D. Sanchez, Acting Chief, Latin American Division to Associate General Counsel, OGC (via Deputy Director for Operations): Subject: Mitchell Livingston WER BELL III: ..."2. The following is a summary of all DDO contact directly with Wer Bell which took place in 1959: a. A 6 July 1959 memo to C/WH Division signed by Thomas J. Flores stated that General Cabell called Flores to report that Wer Bell had called him. Wer Bell discussed with General Cabell a trip Wer Bell had taken to the Dominican Republic and offered to come to Washington at his own expense to discuss the trip. No commitments were made to Wer Bell by General Cabell. b. A 7 July 1959 Memo of Conversation signed by Thomas J. Flores stated that Wer Bell was met in Washington, D.C., by Flores who discussed with Wer Bell information concerning the Dominican Republic, Fidel Castro, Fulgencio Batista and General Pedraza...e. A 20 July 1959 memo for the record signed by T. J. Flores reported that Wer Bell called Flores from Miami on 20 July to ask about the Agency picking up the tab for his forthcoming trip to the Dominican Republic. They discussed his clearance which had not come through. f. A 3 August 1959 memo for the record signed by Martha R. Tharpe reported that on 07/24/59 Wer Bell called for Mr. Thomas J. Flores. Since Flores was on leave, Tharpe took the call. Wer Bell gave Tharpe further information concerning Pedraza and Batista...j. A 13 October 1959 memo for the record signed by Thomas J. Flores states that Wer Bell phoned him on 25 September 1959 to report on Cuba. On 2 October 1959, Flores talked with Wer Bell by phone and terminated the relationship..."

08/22/65: Memo to file from Louis Wienckowski, Acting Chief, Alien Affairs Staff: "1. Wm. Cregar, FBI Liaison, advised he has no record on subject. This information was conveyed to Mr. Thomas Valenza, VO/State, and a status report was requested in this matter. 2. Thomas Flores, C/OPS/WH/C, was requested to ascertain if subject had applied for a visa at Mexico City. Cable is being sent requesting this info. Flores advised it is necessary to move subject out of Mexico as soon as possible within a maximum of fourteen days."

12/27/66: Dispatch from Chief, WHD to COS, JMWAVE: "1. Forwarded under separate cover attachment A are the replies received in references from AMTIKI (Manuel F. Goudie). It is requested that these letters be returned to AMTIKI for retention in individual Subject files. 2. It is recommended that AMTIKI assume responsibility for reviewing the status of minor dependents in order to automatically terminate payments to those individuals who become 21 years of age. This should be done on a regular 30-day basis since any of these dependents will become ineligible for payment during 1967. A list of birth-dates compiled by Ellen F. Margany is forwarded under separate cover attachment B to assist AMTIKI in monitoring this operation. Some procedure should also be established by AMTIKI for periodically attempting to establish proof of marriages contracted by dependents. 3. A quarterly Station report is requested on all future payment terminations in order that Headquarters records may be maintained on a current basis. Ellen F. Margany." 11/02/73: Memo from Erich W. Isenstead, Chief, Cover & Commercial Staff to Acting General Counsel: Subject: Mr. E. Howard Hunt - Alias Birth Documentation: ..."3. Later in the afternoon of 30 October 1973 Mr. Franklin came to my office with a number of documents. They consisted of a form memorandum signed by me which was addressed to Mr. Hunt dated 29 June 1970 (Tab B), a list of names numbering from 1 through 154, representing true names (Tab C), and a second listing similarly numbered, representing aliases (Tab D). Number 63 on the true name list reads E. Howard Hunt and on the alias list, Edward Joseph Hamilton. Mr. Franklin explained - which I had forgotten - that we had obtained from TSD this list of outstanding alias birth certificates issued by TSD in an attempt to recall - if possible - as many of these documents, or to determine what had happened to them. (Most of these alias birth certificates were issued in connection with the Bay of Pigs operation)..."
