Discussion:
A cable from Havana in September of 1960 stated that "if either Chibas or Estevez is approached by KUBARKER (CIA) person making approach should use name of Mr. Marshall (William Murray) and should say that he is making contact at the suggestion of Dr. Cosme in Havana. This will establish bona fides as Ray has sent word to both Chibas and Estevez that contact may be made in this fashion. Cosme is pseudonym selected for Ray exclusively for purposes of this contact. He is not generally known by this pseudonym."
