6/21/62 dossier states he was born in Gonaives, Haiti during April 1925 of peasant parents. In 1947 he was appointed consular general within the banana industry. In 1949 he founded his own import-export business. "In 1953 went to London as member of the Economic Mission of the Haitian government...In 1960 created the Banque Commerciale d'Haiti."

104-10164-10443: TRACE REQUEST JOSEPH CHARLES CLEMARD

5/8/63 trace request by Glenn Crispell of FI/ISR for Joseph Charles Clemard. DOB 4/21/23. Previous pages refer to a 201-725692 which may be an alternative biographical file for Clemard Charles or it may be a biographical file closely associated with him. Note that the first three digits - 725 - are the same as his associate George de Mohrenschildt. This document is also at pages 8-10 in Reel 3, Folder W - CHARLES, CLEMARD JOSEPH - 1994.03.04.09:43:28:090005 - also see pp. 3-6 of this folder, a 5/10/63 Anthony Czajkowski meeting that refers to a 5/7/63 meeting with de Mohrendschildt, Charles and assorted intelligence officers. The State Dept. Haitian desk reported "extreme displeasure that anyone in the United States government would be in official contact with Charles. The desk man considered Charles close to the Duvalier government, to have been involved in several shady financial dealings, and in general to be an undesirable character."

5/17/63 - Page 102: Joseph D. Charles was a cousin of Clemard Charles. In interview with Jay B. L. Reeves and Balog, Clemard Charles told these CIA officers that "he thinks Duvalier 'went crazy and must be and will be eliminated." He believes his cousin Joseph will become the President of Haiti. 5/21/63 - Page 99 - M. Clemard Joseph Charles (201-357029) has returned to Haiti and is "being seriously considered as the next pres. 201-725439 (de Mohrenschildt) says that Charles is receiving considerable support". Page 97 - 1964: "Joseph D. Charles" had a biographical file under 201-097839. "Subj reportedly would receive power position if Duvalier govt overthrown in Haiti. Office of the Presidency." 1966: Charles was the Haitian ambassador to the United States. His birthdate on this document was different from the 5/8/63 trace above - 4/21/32. Also see p. 83, Joseph Charles Clemard had a biographical file number of 201-725692. Page 85 refers to this second bio number as a "dup" of the first bio number, and a note saying "both 201s are held by ISR (note: Inter-Service Register)." Page 87 lists two names, "Clemard Joseph Charles" and "Joseph Charles Clemard". Marginalia states: "2 (2 201s) req 1 Oct officer of sec info req 1 Oct", apparently during 1965. Also see CIA memo, p. 81: "I am personally satisfied that Mr. Clemard Joseph Charles is President Duvalier's personal financial manager, and the companies directed by Mr. Charles are in fact owned and/or controlled for the benefit of Haiti's chief executive. At the moment Mr. Charles' principal assistant in the tobacco industry is Mr. Henry Sinclait, who just happens to be Director of the Haitian Tobacco Monopoly and Secretary-Treasurer of Le Tabac Haitian, S.A. Sinclait is believed to be Mr. Charles' 'hatchet man' but I was not able to verify this allegation."
