Discussion:
A dispatch in March of 1962 from Chief, SR, via Chief, WE, was signed by Mary B. Laxton and Preston T. Cargould. William D. O'Ryan, C/WE, was the Releasing Officer for a cable on September 24, 1962.

A dispatch on November 20, 1963, from Chief, WE Division, was signed by Cargould and Oliver G. Galbond (J. C. King). Therefore, Cargould was possibly Chief, WE, at this time. This dispatch was to be brought to the attention of Dudley P. Jentons, which was a pseudonym for J. Deering Danielson. William D. O'Ryan, C/WE, was the Releasing Officer for a cable on the same day on AMLASH-1 (Rolando Cubela Secades).

Three cables in August and September of 1964 were from Cargould Acting, and were about the Swedish investigation of Ridderstrale. The cables carried the slug GPFLOOR, a cryptonym referring to Lee Harvey Oswald (post-assassination designation). It is usually used as a "slug" to describe the contents of a memo as "Oswald-related".

We have found that analysis and comparison of handwriting samples is useful in establishing the identities of illegals or suspected illegals. Williamson as Deputy Chief of Station, Madrid, Spain: "1. The appointment of Mr. Earl J. Williamson as Deputy Chief of Station, Madrid, Spain, effective on or about 25 October 1963, is recommended. Mr. Williamson will occupy a new position. 2. Mr. Williamson has been an employee of the Agency since June 1952, and is presently assigned as Operations Officer, GS-15. A biographic data sheet, including information regarding his Agency experience and training, is attached."

11/20/63: Dispatch from Chief, WE Division to COS, Mexico City (Info: COS, (REDACTION), JMWAVE). Attn: Jentons: Subject: PBRUMEN - Possible Operational Lead: "1. It is requested that Identity be assessed for possible recruitment as an asset against PBRUMEN (Cuba). MEXI 4151, 4289, and 5433 plus travel listings show that Identity traveled to PBRUMEN and returned to Mexico City on 13-21 April and 22 June-2 July of this year. Headquarters traces revealed that he was in PBRUMEN to negotiate regarding his country's frozen assets there, and also to negotiate for the release of one of his countrymen who had been arrested for alleged espionage activities. We assume that Identity's superior has made Identity responsible for matters pertaining to PBRUMEN, and that he will be travelling to PBRUMEN two or three times a year. It would be important to determine the duration of his present tour of duty; he has already served there three years. Other Headquarters traces on IDENTITY are forwarded in Enclosure, as is a biographical sketch on Identity's father. As Enclosure above (assuming only that Identity resided with his father during his teens), Identity spent his youth (from 8 to 21 years of age) in PBPRIME (U.S.), graduating from a PBPRIME University. Considering his and his family's long residence here, there is a reasonable likelihood that Identity is pro-PBPRIME and would be cooperative...Preston T. Cargould. Oliver G. Galbond (J. C. King)."

08/24/64: Cable from Stockholm to Director (Cargould Acting): Slugline RYBAT GPFLOOR: (Handwritten note: Re Oswald file SIG): "1. Chief PBSWING (U.S. Embassy, consulate, consul general, or official installation) to take up ref situation with Foreign Office 26 August. Will discuss initially on informal basis and follow up with formal request if this appears necessary. 2. Based on past history Swedish procrastination and reluctance this matter, both station and Chief PBSWING not overly optimistic investigation will be undertaken and completed in time for inclusion in commission report. However we will continue apply pressure vigorously whenever possible. CS Comment: *(Unintelligible) to acquire interrogation report on Ridderstrale from Swedish (unintelligible)."

Para 1 ref covered with Belfrage at FORMIN 26 August. Chief PBSWING (U.S. Embassy, consulate, consul general, or official installation) states Belfrage responded with understanding, and sympathy, and indicated he would notify appropriate people to undertake investigation promptly. 2. View above will continue press TIPSTAFFs (probably Swedish intelligence service) from our side. If no action forthcoming Chief PBSWING will reopen with FORMIN early September. C/S Comment: *Chief PBSWING (2) will take up question of Ridderstrale investigation with the Foreign Office on 26 August."

09/18/64: Cable from Stockholm to Director (Cargould Acting): Slugline RYBAT GPFLOOR: REF: STOC 5179* (IN 61547): "1. After repeated queries TIPSTAFFs (probably Swedish intelligence service) on 17 Sept handed us report on subject ref. According report he interviewed 9 Sept and gave following: A. Had never visited countries outside Europe and had not 'lived in Cuba for seven years' or visited Haiti as alleged. B. Had discussed politics and spoken of Swedish Communism as well as Fidel Castro govt and revolutions supported by Castro in Mexico and Venezuela. However pointed out these topics all in Swedish newspapers. C. When asked whether he had foretold assassination of Kennedy, he denied quote ascribed to him and said could not recall any similar statements. Said he knew nothing of assassination before it happened. 2. TIPSTAFF/4 said subject had appeared slightly embarrassed as if ashamed statements he made while drunk, but was not defensive or belligerent. Tended believe subject but in any case felt further follow-up fruitless. 3. Tho statement para 1A above apparently contradicts earlier TIPSTAFF report that subject was in Cuba in 1956 (STOC 4397) believe subject was only denying seven year residence. Will double check with TIPSTAFFs. 4. Pouching copy TIPSTAFF memo 18 Sept. C/S Comment: *Subject of Ridderstrale investigation will be re-opened with Foreign Minister in early September."
