Discussion:
The reference mentioned that the writer of the dispatch was given a memo by Cady in Panama. In addition, Zachary T. Cady approved a report made by Jacob Seekford in December, 1952.

A cable on January 8, 1953, containing the slug PBFORTUNE, stated that "Cady contacted Jacob B. Hurschwood, acting chief (REDACTION) 1645 hours 7 Jan asking if any further information received this subject. Hurschwood stated he had received communication today, but would not disclose source or channel, directing him not to discuss subject with Cady or anyone except Richard F. Arville or Seekford. He said he was further instructed to suggest Cady telephone Washington if he had any questions."

A dispatch from Cady in August of 1953 stated that "upon my return to Fort Amador from the interior the afternoon of 31 July 1953, I immediately called Richard F. Arville, asking what I could do or might have done to assist him regarding the trouble experienced by the LCFANGLED. Arville filled me in on the background and indicated quite frankly that he did not know. We agreed it would be wise for me to play this incident down as much as possible; and that it would be well for me to tell the interested officials in the Command, on a need-to-know basis if asked, that this was an empty LCFANGLED engaged in a routine training ship to check out the engines, etc."

A cable in March, 1954, containing the slug PBSUCCESS, mentioned Cady. It was on the briefing of McBride.

07/31/51: Air dispatch from COS, San Jose to Chief, WHD: Subject: General - Operations. Specific - HUMANOID: Ref: Memorandum given writer by Zachary T. Cady in Panama: "1. HUMANOID (Ross Crozier) advised that his mother-in-law, Sre. Dora Calderon de Cordero, has no relationship with the family of former President Rafael Angel Calderon Guardia. HUMANOID advised that his mother-in-law was friendly with the Calderon family years ago, but has had no contact with any of the family or the Calderonista Party since the revolution. This woman immigrated to Costa Rica as Dora Iniken from Europe, and as it is customary for immigrants and illegitimate children to take upon themselves the name of the President, Dora Iniken changed her name to Calderon. HUMANOID stated that she has no political connections whatsoever and is sympathetic to whatever administration is in power at the time. The information in the referenced memorandum was originally written by HUMANOID three years ago and has no application to the present. 2. Regarding HUMANOID's associates, Sr. and Sra. Miguel Corrales, HUMANOID stated that he has not seen Corrales for over a year since Corrales is in Guanacaste Province. It is true that Corrales was a Figuerista during the revolution, but he is no longer sympathetic with Figueres. 3. HUMANOID's intelligence activities are known to his wife, who has been of assistance to him in said activities on various occasions. However, HUMANOID stated that his mother-in-law has no knowledge of these activities. Eugene T. Roddy."

10/14/52: Cable from Withheld to Director: Slugline INTEL: IMMEDIATE ACTION: "1. Details worked out here exactly as planned by Cady at HQs to dock S.S. Leon at pier 4 Coco Solo Naval Base on 20 or 21 October and discharge cargo. 2. Following additional action required by HQs: A. Immediately airmail registered two copies of commercial bill of lading to Cady at PO Box (REDACTION) Balboa Canal Zone. B. Advise ETA. 3. Following additional action required here: A. Stonesett will present bill of lading to (REDACTION) Cristobal for their release of cargo. (This is SOP locally and should present no problem). B. Stonesett will make following certification to Glancy, (REDACTION), on original and copy of bill of lading: 'Total cargo listed on this bill of lading is for military use only and has inadvertently through error been billed commercially.' Glancy will then give Stonesett a release of cargo on receipt of above certification and return one of the bills of lading to him. Glancy will retain one copy of bill of lading and one copy of shipper's export declaration in his personal confidential file. 4. Secure method of unloading cargo being worked out locally. Details will be cabled soonest. 5. If bill of lading referred to in para 2 A above does not exist advise me immediately since entire plan will have to be revised. Incidently the 'shipper's export declaration' does not serve as bill of lading here and is not acceptable as such. 6. If bill of lading is already aboard S.S. Leon enroute advise and we will take action indicated para 3 above on arrival. 7. In event of any emergency at Coco Solo super cargo will be contacted by Cady in Cristobal harbor and with assistance of Glancy vessel can be brought into Cristobal for handling. 8. Request advice if this plan is not acceptable."

01/08/53: Memo from Andrew G. Maucher, Chief, Special Referral Branch to Deputy Chief, Special Security Division: "1. Pursuant to your verbal request of 7 January 1953, Special Agent James M. Sprouse, of this office, contacted Mr. William Caldwell, Chief, WH/FI, at his office, Room 1120, Quarters Eye, on 8 January 1953, and informed him that the Subject would be approached in the near future by an FBI representative in Panama. 2. Caldwell was informed that instructions were currently being prepared by the Washington Headquarters of the FBI for transmittal to their representative in Panama instructing him to contact the Subject. Caldwell advised that he would cable this information to the Chief of Station in Panama. 3. Caldwell is the superior of Paul Paxton, who previously was contacted regarding the subject case. Paxton was not available for interview."

09/16/53: Air dispatch from Withheld to Chief, WHD: Subject: General - Operational: Specific - PBFORTUNE: "1. Attached hereto is a self-explanatory memorandum addressed to me by the ACofS, J-2, relating to this subject. 2. This memorandum arrived at my desk marked EYES ONLY in a sealed envelope on 8 September 1953. On 9 September I personally reviewed the entire file in the office of the ACofS, J-2, and concluded that the attached memorandum is an accurate summary of the contents thereof. I cautioned the J-2 again regarding the sensitivity of this subject and thanked him for having pulled the file together under his custody. 3. On 9 September I personally took a copy of the attached memorandum to Richard F. Arville, informed him of the above, and stated this letter would be forwarded to Washington. (REDACTION) informed Cady 8 March that he felt (REDACTION) should be briefed, on a need to know basis, and to a limited extent, re our air support activities this operation at FJHOPEFUL (Fort Clayton, Panama). 2. (REDACTION) states he is not telling KUBARK (CIA) how to run its business but believes alternate plans should be made for all flights to or from France field. He offered to place all assets (REDACTION) at our disposal if needed. 3. Cady recommends that (REDACTION) be briefed and requests detailed instructions soonest."
